■MIT AND FORD FLAYED BTHEAIOFBOAID Chairman Hooper of Railroad Labor Organization Says Criticism Is Unjust. DECISION ON LIVING WAGES ‘New Triumvirate’ Scored for Allegations Relative to Officiai Rulings. _ By United Xne* CHICAGO. Nov. 2. —A biting reply to "thè new Triumvirale of Hearst, Gompers and Ford,” for its criticisms uf thè railroad labor board's recent “living wage” opinion, was made by F.en W. Hooper. chairman of thè board, in a statement here Wednesday night. Hooper seeks both to explain and support thè board’s majority stand on thè “living wage” theory as presented to lt by raiiroad labor board, and at thè sanie time Jiurls barbed shafts of sarcasm at what he styles "thè new triumvirate” of Edsel Ft>rd, son of Henry Fdrd; President Samuel Gomj ers of thè A. F. of L., and William R. Hearst. thè publisher. Remarks of Youne Ford “Young Mr. Ford breezily remarks that thè railroads would probably siiffer ‘deficit for awhile,’ if thè socalled living wage were established,” Hooper said. "Plunging all tlie railway systems of thè Xation into a deficit ooes not disturb thè equanimity of Mr. Ford. He makes no reference to thè lnevitable cortsequence of such a deflicit. namely. higher freight and passenger rates.” Hooper declared it is a "matter of quite generai knowledge that thè margin of prosit in thè mani facture of tin llzzles is much greater tl an it is in thè operation of railroads.” and that “thè man who pavs for thè operation and upkeep of a Ford is in a better position to sympathize with thè man who runs railroads than is thè manufacturer of thè Ford." Speaks With Antliority “Mr. Ford should be able to speak of railroad deficits as with authorlty,” thè chairman continue.. “A few months ago his papa bought a little railroad and immedlately afterward thè country was propagandlzed with thè wonderful story of how this road had been financially revitalized. Some scrt of gland operation had been performed which transformed it fmm an anaemic liability to a virile asset. The finger of scorn was pointed at all other railway managements.” But “suddenly thè slow of publicity stopped,” according to Hooper, who says thè records now show deficits on thè Ford railroad’s monthly reports and that thè deficit in August this year was $300.404. Oppo-.lt ion Ts Success “Ir. so far as thè opposition of Mr. Gompers to thè Railroad Labor Board is concemed. it is sincere and understandable,” Hooper said. “He is opposed to anything that looks toward a militation of thè f>-ee-dom of labor organizations to enforce thelr demands on thè railroads and thè public by strikes. The issue is clear between Mr. Gompers ard those who believe that thè public has a definite and positive right to efficìent and uninterrupted transportation. which must not be destroved by controversies between carriera and thelr employes.
Position of Hearst Paper* “T*he position of thè Hearst. syndic.vte of newspapers On thè living wage seems to bear many of thè recognizable earmarks of politicai expediency,” Hooper said, “and thls Is an unsafe foundation for an economie policy. “The board contends that it established ‘a living wage,’ but not ‘thè living wage’ System demanded by labor, and in this has served thè best lnterests of thè public generally and has saved labor from thè folly of some of those who pose a a its friends. Adoption of ‘thè living wage’ would crush thè railroads and ruin their employes.” LIQUOR Li IS MOFMIOS Quebec Liquor Commission Sees Improvement Due to Efficiency of New System. QUEBEC, ,Nov. 2.—ln thè flrst annua! report of thè Quebec liquor conimisslon, made public today for thè Information of thè members of thè I.egislature, thè story of thè first year of govemnient liquor monopoly on thè continent of North America is told. The report covers thè period from May 1, IP2I, when thè law went into effect, until Aprii 30, 1022. The commission is restrained in its language as to thè generai success of thè law, commenting in this regard: “The commission does not hesìtate to declare that a decided improvement is showing itself generally among thè estahlishments under its control. A review of thè operotions of our retai! depots shows that thè citizen3 of this province use alcoholic liquor with moderation. No one can dery that fact if he conscientiously thè evidence. Many testimonials come to us from people who, by reason of their positions and their charactet-, can speak with authority and value which cannot he denied. These opinions and thè suggestiona that we have received from thè same sources can serve as a criterion as to thè effieacy of thè new system.” PAiNT COMPANY FORMS Marion Concem Capitalizes for §IO,OOO in Indiana.
