President Harding kept faith with 12.000 millionalres paying eurtax on lncomes over $68.000 a year and broke faith with four million American soldiers when he blocked bonus legislatlon, Senator T. H. Caraway, Democrat, of Arkansas, declared in a speech at Willard Park last evening. The taxes paid by thè millionaires, 10,000 of whom made tneir millions in war profiteering, would have paid for thè bonus, sald thè Senator. Instead, Harding's program is to push through a saies tax alTectlng thè poor man more than lt does Rockefeller and Henry Ford, to provide for thè bonus, he sald.
