BRITAIN REFUSES TO ALLOW SEARCH IF BOOZE IPS Declares Ruling Can Not Be Applied to English Ships Outside of Three-Mile Zone. Ry RALPH TVRXERR United News Staff Correspondent. LONDON, Oct. 13.—The British government has refused the request to the United States that search and seizure of British ships outside the American three-mile limit be permitted when necessary to prevent rum smuggling-. The refusal Is made in a note which has been dispatched to Ambassador Geddes at Washington for transmission to the State Department. Washington had asked the British government to cooperate in running down rum runners playing aong the American coast. Great Britain, in declining to permit search and seizure of British vessels, pointed out that It doubted if such an arrangement would be possible In view of the prevailing rules of international law and the danger of creating precedents. This is not to be taken as indicating an unwillingness to assist American prohibition enforcement authorities. The British note says measure have already been taken to cooperate with the colonies in preventing Issuance of fraudulent clearance papers, transfers of ship registry, and other violations of shipping laws. Apart from the note, the United News is informed that if England ever Intended to grant search and seizure privileges, such a tendency was materially lessened when the United States made Its ruling barring foreign ships from carrying liquor, f-\ en under seal, Inside its three-mile limit.

WINS 17 YEAR FIGHT For Annexation of Broad Ripple

Meet Dr. R. C. Light, “father of Broad Ripple.” When Dr. Light, Just out of medical school, moved to Broad Ripple fortytwo years ago, It was a village with about three houses, a general store and a water mill north of the darn. Now Broad Ripple is part of Indianapolis. It was annexed last week. The doctor, who htts fought for annexation for seventeen years, declares, “This is the best thing that could happen to Broad Ripple.” It was Dr. Light who formed the Broad Ripple Rapid Transit Company, that built the fix-st interurban traction line in the United States in 1894. Not long after that, Dr. Light built White City, amusement park that first attracted visitors to Broad Ripple. The park burned in 1910, Just two days before Dr. Light opened anew bathing beach. The park has been partly rebuilt. The doctor also built many of the houses of the town. He still owns some of them. Only one person has lived In Broad Ripple longer than Dr. Light. He Is John O. RECIPE DISPUTE FATAL Quarrel Over Wine Making Ends In Shooting of Man. '• WILKESBARRE, Pa., Oct. 13.—A quarrel over the best methods of making wine resulted in the murder of Andrew Bruno, 27 years old Bruno and several acquaintances passed much of the day and part of the night in a garage where vine was being made. Bruno was seen to be In an ugly mood and so were some of the rest. They were ordered from the garage. Not long afterward five shots were fired and the police found Bruno dead on the Btreat.

By RODNEY DUTCHER Unit** A 7 etc* Staff Correspondent CHICAGO, Oct. 13.—Officials of the railway employes’ department of the American Federation of Labor deplored the split of the "Big Four” brotherhoods announced from Cleveland as a blow to labor, and railroad executives declai-ed It would have little effect upon the railroad labor situation, but both agreed that the announcement came as no surprise. The breach, which means that President W. G. Lee of the trainmen and President L. E. Sheppard of the conductors will work Independently of Warren S. Stone and D. B. Robertson, respectively, respectively, heads of the Brotherhoods of Engineers and Firemen, has been r fact recognized in railroad circles for nearly two years. It Is declared, and Lee’s announcement Is considered only a publio conflrmatlon. The Switchmen's Union Is expected to work with the engineers and firemen in negotiations with the carriers. Lee’s claim that the “Big Four” combination was too great a menace to the country’s transportation system and Industries to be allowed to continue. 2. The attitude of other union heads who assert that Lee, in breaking up the big four with Sheppard has “played Into the hands of the railroads” and greatly weakened the position of all the brotherhoods and other railroad labor as well. Will Get Together. 3. The professed belief of railroad executives that the brotherhoods “will get together In ten minutes” at any time resumption of relations appears to be to their Interest. Other labor organizations such as the shopmen’s and maintenance unions probably will not take sides In the split, according to Secretary John Scott of the A. F. of L.’s railroad department, but Scott’s personal opinion was that the break would cause hard feeling and prevent the separated brotherhoods from attaining their ends successfully. Whereas 8,000 women are registered with the police for official supervision, 24,000 other professionals are operating without police control.
