POLITICAL HEADS IF HOUSE STRIVE mini Pending Legislation Suffers Deferment Arising From Situation. FEAR VOTING UPHEAVAL) Republicans Forsee Losing Presidency if History Is Repeated. Py ROBERT J. I.—Congress, now rounding out Us final work before adjournment—and the fall elections—is manifesting a nervousness detrimental to adequate consideration of important legislation before It. The reason for this may be stated as follows: Since the Civil War, every time an off-year election has returned a ma- j Jority in the House opposite to the party of the Administration in power there has followed, two years later, defeat of the Administration party in the presidential elections. Democrats Are Confident. Democrats are supremely confident they are going to carry the House j this fall. Republican leaders are equally confident that they will retain a majority of at least fifty in the lower branch. This, in brief, is the answer to the fact that Republican House leaders are having the greatest difficulty in ! maintaining a quorum. Only the barest majorities are being recorded both in the House and Senate on routine votes at this time. The long and short of the present “Jumpiness” of both branches on Congress is the concern to do nothing which might bring an overturn of the . present congressional control. Wheth- i er justified or not there is always the j reminder that if in off-year elections, such as occur this fall, the administration' finds itself defeated by the oppo- j sition in the House, there follows de- : feat of the administration in presidential elections two years later. Even in the Hayes-Tilden election, j this rule has followed. In 1898 the country was set to return a Demo- | cratic majority in the House. President McKinley, however, in a speech j at Creston. lowa, appealed tor a Republican Congress to "stand by the : President" during the Spanish war j crisis. His appeal was successful and 1 the Republicans returned a narrow majority. In 1918 Wilson made an identical appeal—but was not supported as Me- j Kinley. The Republicans won the House. Two years later the Republicans won the presidency. It is the reflection of leaders on this unwritten political law that has created the great concern today over the coming elections.
