ILLINOIS AWAITS , ACTIONATHERRIN Manufacturers' Association Calls on Governor Small to Demand Justice. By United Press CHICAGO, Aug. 9.—The Illinois Manufacturers' Association expects Governor Small to issue a proclamation in a few days demanding that Williamson County authorities take immediate steps toward the prosecution es the parties guilty of the Herrin massacre. In a statement today the association declared the Governor reached this decision following the conference here yesterday. The Governor admitted the situation was serious enough to consider placing Williamson County under martial law, but said he would first issue a proclamation giving them a final opportunity to punish the perpetrators of the outrage.
