The Earl of Balfour, acting foreign secretary during the illness of Lord Curzon, is understood to have drafted the note. Winston Churchill, minister of colonies, was strongly in favor of Issuing the note declaring it would appeal to the American sense of justice. Sir Auckland Geddes, the British ambassador at Washington, said he did not believe the note would outrage American opinion and that it might in fact have a salutary efTect. Lloyd George Yields Premier Lloyd George, after being thus advised regarding the probable effect in the United States, abandoned the neutral position he had been holding and supported Balfour’s faction. The note points out that the money owed to Great Britain, including that owed by Germany and Russia, amounts to about $17.000,000.000 —at the normal rate of Anglo-American exchange—whereas Great Britain owes the United States, with interest since 1919, about one quarter of that sum, $4,250,000,000. SAYS WIFE INSULTED #isband Worse for Wear After Fight—Police Investigate. When Russell Shufflebarger, Apartment 4. of 514 X. LaSalle St„ was seen to he bleeding from his mouth and wearing a bruised eye, early today police investigated. Mrs. Shufflebarger told the police that they had been at the home of friends near North and Indiana Ave., and that some person stuck a hypodermic needle into her arm. Shufflebarger told the same story about the party except he said nothing of the hypodermic needle, but said a man insulted his wife. This man and Shufflebarger had a fight the police were told. Shufflebarger said he would swear out a warrant for the mans arrest. HELD AS DOPE SELLERS Pair Arrfsicd in Hotel Have 500 Morphine Tablets. Federal authorities today started an Investigation following the arrest of two men in a S. Illinois St. hotel last night. Five hundred morphine tablets were found In their possession. Fred Everett. 34, of IS2O E. Tenth St., a nurse, and Marvin F. Fisher, 40, ua- F. J. Frazier of Chicago, who the police say is a physician living near Marion, are held on vagrancy charges under $5,000 bonds. Detectives say they saw Frazier sell morphing to a man in the lobby of the hotel. PLAN NIGHT PROGRAM Will Be Held as Part of Indianapolis Day, Aug. 22. Plans for a night program to he held at the State fairground Tuesday, Aug. 22, as pairt af the All-Tndianapo--118 day celebration, were announced today by O. Steffen chairman In charge of a •‘Prosperity Sing” to be held In the Coliseum at the fairground that night. CORONER PROBES WRECK Death Toll of Negro Excursion Train May Be Increased. By rafted Press CINCINNATI, Ohio, Avg. 2.—lnvestigation of the head -i collision between the C. & N. negro excursion train and southbound train No. 11 near here yesterday which cost the lives of six persons, was instituted by Coroner D. C. Handley today. The death toll may mount higher today as eight persons injured seriously are said to be in a critical condition. By KORA KAY Anti-flapperists who blame the younger feminine generation for most of the vanities and extravagances of the present day will, no doubt, hear with surprise that It is not the vanity of the flapper, but the prido of admiring parents that keeps the photograph business going, according to a photographer who has been making some observations on folk who come to his studio. ‘‘lf it wasn’t for the babies we would have to go out of business,” he said. “From the time they are big enough to take out until they are 3 or 4 years old the parents can’t seem to get too many pictures of them. And the only reason most of them stop then, is because they have another to start making pictures of. “The flappers come in a poor second to the babies. They have some pictures taken when they leave high school, and again when they fall in love —fatally, I mean. We can always tell how serious it is when the girl comes in first, tries to look her prettiest and has her picture taken, and then a little later comes back again, dragging the reluctant young man to be photographed. “Usually after this happens it Is only a matter of months until we
