PRODUCTION OF ML FIRST IN HTML PLAN Government Takes Steps to Secure Fuel in Short Order. PROFITEERING IS TABOOED Secretary Hoover Authorized to Deny Car Service to Offenders. By ROBERT J. July 25.—Immediate steps for acquiring a maximum production'of coal from non-union and strip mines, adequate distribution of the supply through Government control of coal cars and preventives against protit eering, have been effected by the Administration. Secretary Hoover will be virtual fuel dictator. The big thing now, officials say, is obtaining and distributing a maximum production of non-union coal at fair prices. Details of Program Details of the * Government's proare these: Formation of associations under Hoover’s personal direction, whose combined purposes will be to produce coal, pool it and stop profiteering. 2. Application to the Interstate Commerce Commission for rules governing car distribution during the shortage so that available equipment can be placed at those mines affording the greatest opportunity of service and willing to charge no more than a fair price. 3. Favored treatment for those mines cooperating on a fair price basis by refusing to divert cars to those operators who attempt to profiteer during the emergency. Hoover Price Authority Hoover will determine what constitutes a fair price for fuel at the mines and his will be the authority to serve or cut off car supplies at the different mines, according as to whether the operators cooperate with him on a fair price basis or attempt to profiteer. In passing legal opinion on Hoovers proposal, Daugherty revealed the Administration’s concern over the dangers confronting the nation through the waning fuel harvest. Numerous industries “threatened with paralysis.” cities “left in darkness" because of suspended lighting plants, “misery, suffering, distress and even famine anji death” took their part in the picture Daugherty painted of the outlook. Here is the tentative plan nowunder discussion which wil be submitted back to Daugherty for final •prova! and to all parties concerned its administration: Personnel of Committee. 1. A committee in Washington, to be appointed by the Fresident. or representatives of the Department of Commerce, the interstate commerce commission, the Department of Justice and the Department of the Interior, to he designated the presidential committee. This committee to have general supervision and authority. "2 The administrative committee, comprising representatives of the preisdential committee together with representatives of operators, representatives of the railways, and, where necessary. representatives of the larger consuming groups. “3. The presidential committee will establish a representative in each coal producing district. Committee of Operators “4 The presidential committee will appoint a committee of operators in each district to be nominated by the District Operators’ Association or independent operators (in case of failure of the operators to take sucn action the presidential committee may appoint such operators as they see fit on such committee!. The members of these district committees may be changed as determined upon by the presidential committee. ”5. The presidential committee will cooperate with the interstate commerce commission in carrying out preferential orders JJA'6. Patting each other on the back, they walked arm In arm about the campus of the State Normal School here, forgetting their troubles of last week, which resulted in the arrest of White on orders of his “buddy” for posting strikers’ “sympathy” cards. The executive came to make the principal address at “Henry and Me" day at the normal school and , was introduced by White. Throughout his speech he referred to White as his “friend Bill.” Previously the political pals met in the office of President T. W. Bulcher.

WILL CONSIDER TIOBJECTS National Association to Meet in September for Four Days. By United Press MINNEAPOLIS, July 25.—Arrangements are now under way for the forthcoming fifteenth annual conference on taxation, held under the auspices of the National Tax Association. This year's session will begin Sept. 18 and last four days. Taxation of natural resources is one of the new and somewhat novel topics co come up for discussion. Others slated for consideration are tax limitations and matters particularly relating to Minnesota and adjoining States, problems encountered in overhauling the taxation system of a State, Canadian tax problems, the West Virginia sales tax, forestry taxation and taxa tion of public utilities. Report on Apportionment A report is to be given on the ap portionment between States of the taxes on mercantile and manufacturing business. An effort will be made to fix upon a means for avoiding the present unsatisfactory situation, which often involves serious and unjust duplication. Two other reports will feature inheritance taxation and taxation of mi gratory livestock, both of which sub jects are now being investigated by committees. Tax exempt securities and State Income taxation as reiated to property taxation and classified property taxes will also be considered. Numerous prominent tax experts from all over the country have been slated for addresses. Millis Is Speaker Fred C. Millis of Fred C.
