HOOPER MAKES NEW EFFORT TO SETTIESTRIKE Chairman of Labor Board Seeks Another Joint Rail Session. HE DENOUNCES EXECUTIVES Points to Farming Out of Shopwork as One Cause Back of Trouble. By United Free* CHICAGO, July 13.—Chairman Ben Hooper of the Railroad Labor Board today started anew move to bring about settlement of the railroad strike following refusal of the railroad executives to meet In Joint session with the union chiefs. The general opinion in railroad circles here that while an agreement had been postponed, the new movement eventually would result in a settlement. Hooper denounced the executives’ stand. “The reply of these gentlemen contains no reason that will satisfy the public for refusal to enter into the conference,” he said. Not Entirely Accurate Hooper declares the executives had not been entirely accurate in their statement that the strike was a refusal by the men to accept ruling of the labor board. “One of the questions involved in the strike is the refusal by carriers to discontinue the practice of “farming out’ shop work," Hooper said, “as ordered by the labor board.”
Coastwise Stations

Stationed at Isolated points along the United States coast line are small huts to which may be credited the saving of many lives and vessels. These huts inclose a radio instrument that has made coast navigation safer and surer. It is called the radio compass. The operation of this instrument Is such that a ship that has lost Its bearings at sea could easily learn Its position by aid of the radio compass. In heavy fog and dangerous waters, along rocky shores, the compasses are of especial value. Many of these compass stations have been erected. Their range Is over 200 miles. They are situated at the most dangerous points along the coast, desolate locations where it has been found necessary to protect shipping from destruction. crystal detector set, the telephone "bypass” condenser in the vacuum tube set, and even the fixed condensers in the antenna circuits of the receiver may be made by winding two paralleled wires on a small tube or spool. To prevent clumsiness, where a fairly large value of capacity is required the wire may be put on in several layers. After the winding is in place, dry out the whole by placing in a warm oven for a few minutes, and then coat quickly with thick shellac or insulating varnish. Two pieces of No. 26 double cotton covered copper wire six feet in length wound side by side on the form will provide a fixed condenser suitable for many uses.
