EXPERT HOLDS HIGHWAYS ARE INDISPENSABLE Road Expert Anticipates Construction of roads as Never Equaled. WASHINGTON, July 7.—" Plan now the financing of highways for the future and place highway transportation, which has become an indispensable part of our national life, on a firm foundation.” This advice was sounded by Thomas H. McDonald, chief of the Bureau of PubUfc Roada of the Agricultural Department, Asserting that the United States Is starting out to construct a system of highways such as no nation ever constructed before, McDona.' declared this great undertaking is being entered into "because highways are not a luxury, but furnish a real service, have a real earning capacity and hv' e becojne a national necessity." The nearest approach to the titanic highway construction contemplated by the United States, according to McDonald, is found in France and Ger•nany, and the area of neither la as large as Texas. "For such an undertaking to be successful,” McDonald said, "financing to care for maintenance, reconstruction and new construction should be planned for a long period of years In advance. Changes in methods of raising funds every few years, uncertainty as to whether funds will be provided and periods in which funds fire not provided all increase the final cost of highways. Buch a policy would soon bring any private business to disaster. "Development and Increase In numbers of motor vehicles and the coincident need and demand for good roads,” McDonald continued, "have eome so rapidly that methods of raising funds have often been expedients for the time being. Consideration has been given not so much to the Just distribution of the cost as to how the funds can be raised with the least controversy and the utmost ease. Then, too, the use made of the highways and the service rendered by them have changed greatly within the last few years.” McDonald estimated that of the $600,000,000 6pent for highways last year 38 per cent was Federal aid and motor vericle revenue. The remaining 67 per cent, he said, came either directly or will eventually be paid from State and local taxes. "Avery considerable readjustment of the source of revenues must be made so that a larger percentage will be paid by the road user and a lesser percentage from State or local taxes,” McDonald declared.

RESERVEDRILLS Unit Will Include 249 Officers, Commander Payne Announces. The Indianapolis unit of the naval reserve will have 249 officers, fortynine of them to be commissioned soon, it was announced at the organization meeting, at the old medical college building. Senate Ave. and Market St. last night, when eleven was commissioned. They are: O. F. Healer, lieutenant, junior grade; C. L. Foutz, aid de camp and lieutenant. Junior grade; Paul C. Denny, lieutenant. Junior grade; Thomas H. Escott, lieutenant, juniar grade; Malcom M. Moore, lieutenant. Junior grade; D. W. McCord, ensign; R. E. McCoy, ensign; Irln W. Cotton, engineering officer; Howard C. Caldwell, ensign: Dr. H. S. Thurston, lieutenant; Dr. J. D. Reed, lieutenant. Drills will follow every Monday Bight. Commander Payne says he will undertake to have an Indianapolis contingent on the first cruise of the Great Takes, July 21.
