June 30.—Senator Borah today launched his fight against f the ship subsidy bill, as President Harding made efforts to line up the farmers of the country in favor of it. In a formal statement. Borah charged that the efforts of a group of Senators, insistent that a cloture rule be adopted to shut off Senate debate on certain kinds of bills was intended to gag the Senate on the subsidy bill.
