GARY’S WORDS TO BUSINESS SIGNIFICANT Address From Steel Leader on Right Thinking. MEANING IS NEW Sign of Times Seen in Statement of Policy. BT N. D. COCHRAN. WASHINGTON. June 23. —If you are Intereated in signs of the times, you will find in Judge Elbert H. Gary’s latest pnblic utterances one of the most remarkable and significant pnblic addresses made by anybody anywhere in recent years. It was made to the Alumni Association of Northwestern University. While what Judge Gary said is not new and has been said many times, it is sensationally new in coming from the chairman o the board of the United States Steel Corporation. His commanding position in the world of finance and industry, together with the record of the steel corporation as a ruthless, slavedriving corporation for many years under his leadership, give to Judge Gary's most recent utterance this especial significance. But when they went home from church and took off their Sunday-go-to-meeting clothes, they put the golden rule away in the wardrobe or closet ‘along with their Sunday clothes — to stay there untU next Sunday. For no matter how much they liked the golaen rule as a theoretical rule of human conduct, they felt they would go broke if they trie dto apply It in their daily business. It was a good rnle, all right, but It wouldn’t pay. ACTUALLY PAYS SIX DAYS A WEEK. Now, Judge Gary Intimates that it will actually pay six days in the week, as well as sound good on Sunday. And this general of the captains of industry says right out In public Just what some of the so-called reformers have been denounced and damned as radicals for all these years for saying. But as Judge Gary Is both enormously rich and eminently successful, his own associates In business and their many followers will not denounce Judge Gary as a radical. They will not discolor his appeal for the humanities as socialism, anarchism or Bolshevism. They will think there must be something in it when Judge Gary says: “From considerable experience I assert with confidence and emphasis that, taken as a whole, year after year, the pecuniary gains of a large or small business will be greater If It is fairly, humanely and honestly conducted. If this be true, It alone furnishes a logic to every one which should be conclusive.” And to politicians he offered this: “Asa passing suggestion it may be observed that henceforth the political party which pays the most attention to ethics Is likely to secure endorsement by the majority of voters, especially the women.” After asserting that “a large majority of business men now conduct their affairs in accordance with the belief that right is superior to might, that morality is on a par with legality and that the observance of both is essentlon to worthy achievement,” Judge Gary frankly admits the failure of business to live up to that rule in Jhe past. He says that not many years ago, managers of some of the large corporations apparently believed that If their conduct was “within the strict and technical rules of law It wag Immune from public or private attack; that if the provision of no public law was violated the corporation should be permitted to secure unlimited profit and might treat.

In the sale of the necessities of life and comfort, by demands for extortionate wage rates or for professional or expert services, may justly complain that ethical reasons are ignored in business conduct.” t . BUSINESS ITSELF HELD TO BLAME. He added that business itself, ana business managers generally, have been to blame for ihe opinion of many per sons, that business does not involve the question of ethics. Here comes the hope for the future. “To my personal knowledge,” Judge Gary declared, “many of the most intelligent managers of business affairs, some very large and others smaller, who have laid down the cares and difficulties of this life, before their final departure, completely changed their opinions and reversed their methods concerning ethical questions. “This applies to many, who are still living. Questionnaires in Oil Probe Go Out WASHINGTON, June 23.—A questionnaire Intended to uncover alleged excessive prices for gasoline and other fuel oils was ordered distributed among producers and dealers today by a Senate committee appointed to investigate the domestic oil situation.
