GIVING AWAY ARMY STORES TRYING TASK Chief of Bureau of Public Roads in Department of Agriculture Very Busy. SHARES TO EACH STATE By FRANK J. TAYLOR. WASHINGTON, June 21.—How would you like the job of giving away in two years $200,000,000 worth of property ? "Fine,” vou say. "Just my kind of a Job.” But suppose this condition were added to your Job: “It must do the public the greatest possible good.” Right here at the Capital, in real life. Is such a man. He Is Thomas H. MacDonald, chief of the Bureau of Public Roads, Department of Agriculture. The property he must give away under these conditions Is surplus materials turned over to him for that purpose by the War Department. Congress decided for him that the greatest public beneSt could be accomplished if this enormous weatlh were given to states for the purpose of building public roads. PROPERTY GOKS TO 48 STATES. MacDonald s Job Is to divide the thousands of different kinds of property among the forty-eight States equitably. When the war ended. Uncle Sam had more than $2,000,000,000 worth of war equipment on hand. Half of It. in France, the Army sold to the French government for $400,000,000 not yet paid. The other half was offered to tile other Federal departments. They’ve been sorting it over and picking out what they want for hospitals, buildings, transportation and what not, ever since. After they were through MacDonald was called In. "Here’s $200,000,000 worth of equipment of war The peace-time activity nearest to waging war is road building. You can use everything tut the cannon and rifles,” they told him. 80.000 TONS OF ARMY EXPLOSIVES. “We even used 300,000 tons of military explosives for blasting," MacDonald told me. This enormous stock of materials was scattered all over the United States. MacDonald assembled a force of men and made an inventory of it. As lists came Into his office they were copied and sent to each States highway commission. The commissioner's could take what they wanted. Some materials were new, others good only for repair parts. All the States had to pay was the freight. “It's a whale of a job to give away $200,000,000 wotrh of property efficiently.” MacDonald says. “If any one thinks it's easy, let him come around and go over the records. They're open for inspection.” And MacDonald turned back to his task of giving away mlllons.
