Hyland that it is impossible to keep the 510 miles of'sewers in Indianapolis properly operating with the wornout equip- ! ment inherited from the Jewett administration the board of public works today instructed the city legal department to prepare an ordinance appropriating $12.500 for new apparatus. The principal replacement will be of three motor trucks which Hyland declares are in the repair shop half the time. RECOGNITION OF MEXICAN STATE DENIED Rumor Emanating From Wall Street Meets Repudiation at Capital. WASHINGTON, June 15.—State Department officials were quick to deny the rumor emanating from Wall street, that recognition of Mexico by the United States was imminent. There was no change in the Mexican situation officials said. As far as could be learned the Department Is without fresh information from Mexico City, indicating that the Obregon government Is ready to give the guarantees required by the American Government as prerequistes to recognition. The Wall street report, it is believed here, arises from the sudden flurry in Mexican securities on the New York Stock Exchange. This bullish tone in oils and Mexican railroad stocks is attributed here to the apparent progress being made by the bankers' conference in New York on Mexican finances. The New York meeting it was pointed out. is wholly an affair of Mexican authorities and private banking interests, both American and foreign. The United States Government is taking no part in the negotiations which are designed to refund the Mexican debt, and the outcome of the conference could have but little relation to the question of recognition. June 15.—Police of Washington and Alexandria, Va. t were conducting a rigid Investigation today of a riot last night on the river steamer Charles >tc Ales ter, which resulted In the death of one man and the serious Injury of others. The boat wa loaded with more than a thousand excursionists. mostly high school students and railway workers, when a free-for-all fight started, presumahly over payment for some whisky. Four hundred persons are said to have taken part In the fight. Louis B. McCormick. 20. was stabbed, dying later at an Alexandria hospital. Other injured men were rushed to hospitals here. June 15—Efforts to confirm stories emanating from Democratic cloakrooms of the Senate that Woodrow Wilson might participate in the furthcoming congressional election campaign through the medium of the radio telephones encountered such reticence as to his physical ability to do so as to give rise to a sensational rumor the former President had suffered a relapse and was gravely ill. The re ports gained such widespread circulation In Washington as to prompt Rear Admiral Cary T. Grayson. U. 8. N., to is sue a formal denial "There is absolutely nothing in those rumors.'’ Admiral Grayson salt! "1 went to see Mr. Wilson and found his as well as he had bene for more than a month. He told me that he expected to take a motor ride. H has not missed his customary ride for several days." NORMAL SCHOOL PUPILS WONDER ABOUT STATUS Ruling of Attorney-General Lesh Says Institution Is Operated Without Right. Pupils of the Indianapolis Normal School, which has been operated in connection with the city schools for fortyfive years, are trying to find out where they stand as the result of the opinion of U. S. Lesh, Attorney General of Indiana, holding that the board of school commissioners has no legal right to operate the Institution. They are wondering whether the work they have done at the school to date has been wasted and there seems to be no one who can given them an answer. Asa matter of fact, the decision of the Attorney General has put the whole matter up In the air for the time being, at least. For some time negotiations have been under way between the school board and the authorltiees of Butler College to have the latter institution take over the normal school. However, under the most favorable circumstances this could not be done for at least one year, and probably longer. It had been the Intention of the school hoard to make no extensions in the school during the coming year and to have all entering pupils come into the school with the distinct understanding that thero was a possibility that the school might be discontinued, after another year. However the board from the first has Intended to take care of all pupils already enrolled and to give them an opportunity to complete their two-year course. This plan has been knocked out by the opinion of the Attorney General, unless some arrangement ean be made for

The opinion has come at a very unfortunate time for the school board as it Is understood It was the plan of the board to place a number of the seven district superintendents of public schools, whose jobs were abolished last week In positions at the normal school. A great point was made by the board that all the district superintendents would be given positions and their services would not be lost to the schools of Indianapolis. Just how this Is to be done, if the normal school is abolished. Is a point that apparently Is worrying members of the board ever since the opinion of the Attorney General was made public. Fire Destroys Milton Christian Church MILTON, Ind., June 15.—Fire originating in the Personette grocery here, destroyed the Christian Church building, causing n loss of approximately SIO,OOO, one-fourth of which was on the grocery store and stock. The church will be rebuilt with a modern structure, the Rev. McCormick, pastor, stated.
