SCHOOL BOARD CAN NOT PAY TRAINING COST Lesh Says It Is Illegal for Body to Stand Expense of Normal. Normal training for teachers, "lnvolvJng the expenditure of money by the board of school commissioners, has been declared unlawful In an opinion handed down by Attorney General IV. S. Leah. The practice has been In effect here many years, teachers recently being afforded highly specialised training at public schools No. 10, 1255 Ashland avenue, and No. 2, Delaware and Walnut streets. Expenses of the teacher training courses last year amounted to $40,000, and was slightly In excess of the amounts paid by the school commissioners In previous years. Attorney General Lesh’s opinion does not state whether It ■will.become necessary for the city to repay the amounts which he says have been illegally spent. The opinion governing the local case Is In line with that handed down In a similar situation at Ft. Wayne. The opinion was ashed by Jesse Eschbach, chief examiner of the State board of accounts. E. XT. Graff, superintendent of schools, Is authority for the statement that about half of the teachers in the city schools ct present have received training at the normal school. Ellsworth Lowry, district superintendent, has been in charge of the normal school for three years, but lost his place as disfclet superintend mt In the recent shake-up by th 6 echool board. It was said at the time Lowry would be retained in connection With the normal training work. Authorities at Butler College have been behind a movement to have the teacher training courses included in the activities of the'college. They claim a large saving would result to the city and the opinion of the attorney general Is regarded as having a tendency to further this purpose. matter heavily charged with electricity. Striking the antenna give off the greater portion of their charge. This is accumulated by the aerial until it has-* developed enough potential to overcome the resistance of a small air gap In the circuit. In most sets now there Is no longer a spark gap, but a variable condenser in the circuit. Examination of this will disclose the presence of minute spark discharges, which may occur at Intervals of two or three seconds. If the antenna

Snow storms will often produce the same phenomenon. These discharges produce the same effects in the head phones as heavy static. But this interference may be easily overcome. Connect a hl|fii resistance carbon rod—--100,000 ohms—directly from the antenna to the earth. This resistance will prevent the building up of high potentials in the antenna, but will not affect the much smaller ones built up by the signals.
