FOREIGN WOMAN SAYS SERVANTS SHOULDENROLL Housekeeper Declares Duties Incident to Employment Increasing. SHANGHAI, June 9.—The servant •blem has arrived in Shanghai! [embers of the American Women's Club and the British Women’s Association (having a combined membership of 1.300) nave launched a campaign to bring about a municipal registration of Chinese domestic servants to be established by the Shanghai Municipal Council. Petitions aie being circulated which will be presented to the municipal council. The petition reads in part: "It has been evident, we believe, to all housekeepers for some time past that the various difficulties incident to the employment of Chinese servants are increasing. "It often is impossible to get In touch with suitable servants at all, and generally they are of an inferior C''ss, as compared with even of five year.-i ago. Frequently they demand wages out of all proportion to their age and experience. •'The impersonation of others and the Improper use of letters of recommendation are matters of common ocurrenee. The deliberate boycott of certain houses, generally engineered by discharged servants, is by no means rare. “Thefts by discharged servants frequently occur. Owing to the comparative lack of obl-time servants in whose word some degree of trust can be placed, employers find It most difficult to get authentic information as to the personal character or previous record of applicants for servi.-e. "For the same reason It Is almost impossible for an employer to trace a serr- ] ant who absconds without notice. In the aggregate we can assure you that the troubles with servants amount to a serious problem in the lives of most American, British and French women who keep jtewso in Shanghai, and we feel strongly we may properly ask you for some measure of protection and relief. “We believe It should be compulsory j for all employers to register their serv- j ants.” In Shanghai every household has a number of servants.
