Ambassador Ricci called at the State Department with the counsellor of the Italian embassy. He spent about sorts minutes with Secretary Hughes. He declined later to comment on the interview. The mere fact that Ricci Is to leave the United State# shortly and probably reenter politics, thereby leaving his post vacant here, Is not regarded as affecting the lasue from a diplomatic standpoint Senator Ricci plans to sail for Italy Monday. NATION TURNS INQUIRERS AWAY. Secretary Hughes remained reticent as any and all aspects of the controversy, ®d Senator James Ell Watson, Indiana, burned away all Inquirers. He refused to dlscu-s the matter in any way. It was lea.'ced, however, from Administration sp ikerman at both ends ofl'ennsylvania avenue that the establishedpolicy fOt the American Government is so clear respecting such matters as to render It unnecessary for Mr. Hughes to make a public statement. The United States regards the tariff ns a domestic question. That has been made clear on numerous occasions. If any foreign government wished to address itself to pending legislation such as the tariF, the established procedure takes the form of Informal representations to our Government. That might Us done through a trlef submitted to the Secretary of State to be transmitted by him to the proper branch of the Government . In any event a foreign ambassador desiring to discuss such matters as tariff legislation would be expected to do it through the Department of State., not through public addresses or personal representations to Congress. GUATEMALAN CALLS ON MOSES. The most recent lnetance of the clatter kind was afforded by Julio Btanehl. then Guatemalan minister to this country who railed in person on Senator Moses of New Hampshire to express opposition to a resolution of Inquiry into Guatemalan conditions which the Senator had pending before the Committee on Foreign Relations. Dr. Blanchi was rebuked promptly by the State Department. He tendered an apology. On the question of freedom of speech by foreign embassadors, the precedents reveal the attitude of the State Department. It la that an ambassador represents a government and that when an ambassador speaks his government speaks. Utterances of ambassadors on general topics are welcomed but never Is It considered proper for them to discuss domestic policies of the government to which they are accredited. With reference to their discussion of International Issues which may be pending for decisions by the United States, attention la directed to the fact that an “international question” Is In Its final analysis merely one with two or more “national views.” For that reason, the expression by Viacount Gray of his views on the Lodge reservations to the treaty of Versailles was withheld by him until after he hsd ceased to function as the British ambassador to the United States and had returned to England. The police thought they had him cornered, but one lunge at the door carried the negro through and In the next five blocks he made good his escape by superior footwork. Coroner Reports on Death of J. E. Zahn An Inquest held by Dr. George R. Christian, deputy coroner, over the body of J. Edward Zahn, 25, 1049 College avenue, who died at the Oxford Hotel Wednesday night shortly after he had rented a room, showed death due to pulmonary oedema, undue expansion of the blood vessels of the lungs. Zahn registered at the hotel as ‘*F. C. Parsons” of Chicago and his father, Simon Zahn, said the young man left home only an hour before his death, apparently good health New Steel Mill to Be Installed Here Anew steel mill will be Installed soon at the Chapman-Price Steel Company, It was learned today. Niles Chapman, president of the company, stated that the approximate cost would be $25,000. The company operates eight mills at the present time and employes 800 men. The addition of anew mill will necessitate the employment of about thirty skilled men and a number of laborers and helpers. \ The capacity of the plant win be Increased 25 per cent. It was estimated. The total production, in this event, would amount to approximately 21,000 tons of sheet steel annually. Service Commission Likes Report on Cars Teh report of the sub-committee of the general committee appointed by Mayor Shank to investigate the situation of the street car company has been received and recommended by John W. McCnrdle, chairman of the public service commission. "The public will get a better undcr- ; standing of the situation through the work of the committee.” Mr. McOardle j said. "They are fairly well satisfied that some assistance is necessary for the car company in order that better Jfents and extensions may be made.”
