‘FARM BLOC’IS NOT BREAKING, SAYS CAPPER Report of Split in Group Is Branded as Baseless. BT SENATOR ARTHUR CAPPER, Chairman of the Senate Agricultural "Bloc.” WASHINGTON, June 9.—The report that the “farm bloc" la disintegrating because of differences over the tariff is without foundation. Members of the “bloc” are taking an actlTe Interest In the tariff, but the "farm bloc” as a body has no part In the tariff fight. The fact Is the farm bloc Is more aggressive than ever in the fight for a constructive agricultural program. Before the close of the present session of Congress It hopes to see a number of legislative measures to its credit. The first concrete achievement of its present program was the forcing through the Senate recently of Senator McKary’s bill extending the operations of the War Finance Comporatlon until July 1, 1923, with a view to affording the farmers the financial assistance necessary for the marketing of this year’s crop. The McXary bill Is first of several measures having to do with credit reform, designed te restore prosperity to the country by first stimulating end making reasonably prosperous the basic industry of agrloJture. Credit reform comes first In the program of the farm bloc because It Is fundamental. "ABSUBDITT IS APPARENT.” Members of the farm bloc and students of farm problems generally decognlze that agriculture is at the mercy of those who control credit and many in whom that control lies are not especially In sympathy, or not In sympathy at all, with the aspirations of agriculture. Such men wish to continue to control credit for their own selfish purposes and so affect to regard the efforts to provide adequate credit facilities for the farm£s as class legislation. The absurdity <9 this is apparent, when one reflects thst all other business enjoys csedlt facilities, suited to Its needs, agriculture alone, wit hits slow turnover, being without a suitable credit system. Frequent conferences are being held by members of the farm bjoc with agricultural leaders In an endeavor to perfect legislation setting up a permanent system of farm credits. A first step In this movement Is the enactment of the measure providing for the appointment of a representative of agriculture to the Federal Reserve "board. This bill already has passed the Senate and has been reported to the House. This legislation will change existing law In a single respect, by inserting the one word “agriculture,” so that when appointing members of the Federal reserve board the President "shall have due regard to a fair representation of the different agricultural, commercial. Industrial and geographic division* of the country.” Snch legislation cannot be properly denominated class legislation, when the fact Is that the law creating the present Federal reserve system was class legislation to the extent that It embraced all other classes except the farmer. 3? worm EXTEND CREDIT. A third eflort of the farm bloc Is to enlarge and extend the activities of the Farm Loan Board. The twelve farm land banks now have application for loans amounting to more than $150,000,00, but the funds available are wholly inadequate to take care of the pressing needs of the farmers. Besides this legislation relating to credits the farm bloc stands for and is pressing for a reduction-of freight rates. The present level of freight rates is stifling business and must come down. State railway commissioners mast have restored to them some authority over the rate within the borders of their own States on freight moving wholly within the State. This has been taken away from them by a wholly unwarranted Interpretation of the transportation act which restored the railroad properties to their owners. Legislation to effect this result Is one of the alms of the farm bloc. Completion of tbe Muscle Shoals project Is another aim of the farm bloc. The country's fertiliser bill Is now a quarter if a billion dollars annually. This ought lo be reduced by one-half by completion if the Muscle Shoals fertilizer and power plant a The farm bloc also favors the truth-In-fabric bill, which would require manufacturers to brand their goods so that buyers will know the amount of pure wool and the amount of shoddy In it. This is such an application of simple honesty in trade that no one ought to oppose It. Such measures as these will help the

Residents on farms constitute more than half the buying power of the Nation, and unless the farmers thrive all business languishes. The farm bloc contends that measures designed to aid the basic Industry of the country cannot be correctly designated as class legislation. The alma of the farm bloc are not political, but economic. Tbe purpose Is to bring about and secure a more sensible program of National development In which agriculture will occupy Its rightful position and be accorded the consideration It deserves. What is sought Is a better understanding and greater cooperation among all worthy elements of the population, to the end that all may prosper, and the farm bloc will fight hard to accomplish that aim.
