Special to Indiana Dally Times and Philadelphia Public Ledger WASHINGTON*, May 15.—Investigation of the practical working of the “rule of three,’ inaugurated by President Harding in the appointment of postmasters, has convinced a committee of the Na tional Civil Service Reform League that appointments “are being confined almost exclusively to Republicans and they are made on the recommendations of Republicsn congressmen who depend upon local Republican organizations.” “The President.” continues the committee-, "is indeed entitled to credit in that he has made all these postoTiees subject to elimination by the Civil Service Commission, and not merely those vacancies resulting from death, resignation or removal, to which they had beeD limited by President Wilson’s former order and which contributed only about one-tenth of the whole. Thus in all these cases President Ilarding has kept out most of the Incompetents, but within the threp highest, as provided by the “rule of three” political patronage is still controlling. “We repeat our recommendations that the rule for appointing the highest man on the list should be restored and that the Presidential postmasterships should be included in the classified Civil Service Act of Congress.” The report does not undertake to question the authority of the President in maintaining the “rule of three.” which gives the executive the choice of naming any one of the three highest qualifying for a po'Tmastership, but it protests that the real effect of the rule is to permit other matters outside the qualifications of the applicant, such as political or personal favoritism, to dictate, and thus “had to the appointment of an inferior man. over those who rank higher in the qualities essential for a good postmaster.”

RELIEF FROM UNCERTAINTY AS TO MONEY Europe Must Untangle Financial Matters to Stabilize Exchange. REPORT OF COMMISSION Special to Indiana Daily Times and Philadelphia Public Ledger WASHINGTON, May 15.—N0 fundamental and permanent relief from the uncertainties of exchange fluctuations, will be obtained among nations of the Western hemisphere until the situation in Europe Is straightened out, according to conclusions reached oy the National Sections of the Inter-American High Commission and eommuni *ated to Secretary Hoover, as chairman of the commission. Restored public confidence in Europe, and balanced budgets are essential to stabilization of exchange, the American republics agree. No voluntary arrangement among nations or scheme for manipulating exchange will be found satisfactory as a substitute for correction of the "alarming financial situation in Europe.” Sevral of the reports emphasiz the necessity of economy in public expenditures liberality In tariff policies and cooperation between banking institutions as possible remedies. BALANCE OF TRADE PRIMARY FACTOR. The Brazilian section lays weight on the balance of trade as the primary fuctor affecting exchange. In the Brazilian analysis of the causes of exchange fluctuations among American republics. it is pointed out that the United States has become the financial center of the world, but “the altogether disproportionate augmentation of the value of the dollar has created in the United States a severe export crisis.” Nobody in the world, the Brazilian experts explain, has enough money to buy goods from North America. “The United States,’’ says Dr. Pinheire. inspector general of Brazil, speaking for his section, “is playing the part of rich man among a lot of beggars, with whom he cannot maintain commericai relations.” RELATIVE EQUILIBRIUM. The Argentine section finds that over tin entire period since the Armistice, there has been a relative equilibrium In both trade balance and purchasing power between the United States and Argentina. Local Artist Wins First in Open Contest Norman “Buddie” Levinson of Indianapolis, has been awarded first prize in the Crokcroft open competition contest held recently in New York under the auspices of the Art Alliance League of New' York. Levinson, who is only 22 years old, entered the competition against 700 artist entrants representing fourteen States and Canada. The prize was won by Levinson's painted design for a blouse. The winning of this prize carries with It a cash award of SIOO and brings “Buddie” Levinson into prominence among artists In the East. After completing the Shortrldge High School course here, Levinson went to New York where he studied for a year at the New York School of Applied and Fine Arts. He graduates in June from Pratt Institute, Brooklyn, and likely will go abroad to complete his art education. Levinson is the jounger son of Harry Levinson, owner of four bat stores In Indianapolis.
