May 12.—Poor, puzzled “flappers," of Michigan Stat* Normal School, seventeen of whom wera dismissed and fifteen placed on strict pro batlon because of alleged “social indiscretions,” must contiifue to live in a state of uncertainty. What to wear and what not to wear, how much to wear or bow little, where to wear it and how, still are among the mysteries the Ypsilantl girls seek to solve. All hope that a set of formal “flapping" ruleß would be laid down was abandoned after the Stato Board of Education adjourned without issuing the expected dress dictum stipulating dress length and hair length la inches and whether heels should b French or otherwise. Specifications on rolltops, lipsticks and rouge appeared beneath the dignity of the educators. The State board declared that all dloclpllnary measures of the school musl rest entirely with the president and heads of departments, just as this responsibility has rested for the past sixty-six years. The board’s single direct expression on feminine foibles would Indicate that thenceforth discerning young women will do their smoking and other “flapper'* stunts in private. Formal reports on the seventeen (tildents dropped from the school since October were submitted to the board by President McKinney of Michigan Stats Normal. The board onanimously approved the president's action and made it clear that it had no desire to review, investigate or in any way interfere with the course taken by the head of the institution. Any girl wishing to appeal her cass will be granted a hearing, however. “SILENCE GIVES CONSENT.” “None has appealed to ns or to th* school authorities, however, and gives consent,' ” declared Superintend® efnt of Schools Frank Cody of Detroit. “Ona case has been brought before the courts, and that case is obviously the business of the court and not the board." But thi9 year the greater part of the tourists will visit China and the Philippines, but will stop only a few dayfl and some times only the days that their boats are in port in Japan. The Japan Hotel Association expects another poor season, but they say that antl-Japanesa propaganda in the United States is responsible for this largely. This has had some effect, but tha main reason that tourists are “avoiding” Japan in increasing numbers is because people in this country have in recent years swindled visitors to the limit. .Taptn is the highest place in the world for a foreigner to live comfortably, and it is even truer for tourists. To start with prices are out of reason—a report made the other day by an investigating committee of the Osaka Chamber of Commerce showed that retailers were making from 50 to 150 per cent on living necessities. Christine Lengwirth won the love of the man to whom she had been bethrothed. Mile. Rosa Teuchcn decided to kill her successful rival. Luring her to the meteorological station on Mount Saentis, Mile. Teuchen shot the girl as she was ascending the mountain. Then she threw the body into a crevasse. Descending the mountain, she surrendered and made a complete confession. Savage Women Adept in Civilized Crime BOMBAY, May 12.—Two Bengali women who had learned telegraphy worked a swindle near Kanohanpur which netted them more than $20,000 before they were caught. From an improvised telegraph station they sent out bogus money orders and confirmed these by wire. They operuted unmolested until linemen on a tour of inspection discovered the wires had been tapped.
