HIRE KESSLER TO LAY OUT NORTH SECTION City Plan Expert Will Survey From Thirty-Eighth Street to River. George E. Kessler. rlty plan expert, wffh headquarters In St. T.oul*. ha* been selected to make a survey of all territory north of Thirty-Eighth street and recommend a comprehensive park, play ground and boulevard system therein, the board of park commissioners annonnced today. John T.. Elliott, city < iril engineer, recommended to the board that a consultant be employed and the work started immediately, so land values will not have gone out of reach by the time the park board Is ready to acquire property in the undeveloped sec tion. The engineer said he believes the residence section will he bnilt up almost solidly to White Klver within five years. Charles A. Rookwalter, president of the board, suggested Mr. Kessler as consultant and the hoard approved the selection. LAID OFT PRESENT CITY PARK PLAN. Mr. Kessler laid ont the present citywide park and boulevard plan during one of the Book waiter administrations. He selected the site for the war memorial plnra and reeently advised the e tv plan commission in the controvt ry over the building height limit in Mor.intent Place. Mr. Elliott said there should be at least two east and west bou'e' ards north of Thirty-Eighth street. One should be between Thirty-Eighth street aid the Westfield road and the other bet ween the Westfield road and White River, he said. R. Walter Jarvis, superintendent of parks and recreation, will work with Air. Kessler, paying particular attention to the location of playgrounds. Mr. Jarvis Is nationally known os an expert in recreation matters. REPLACE SIX UNSAFE ItßimiES. Mr. Elliott also has recommended the board replace six bridges over small streams, and build new one in Garfield Park, out of funds to be provided In the 10?" budget. The six bridges will replace structures reported unsafe by the engineer. Their location and approximate costs of replacement nrc: Jefferson avenue over Pogue's run. $15,000; Michigan street over Pleasant run. $15,000; Raymond street orer Pleasant run. $22.000; Churchman avenue over Pleasnnt run. $22.000; a bridge In Rrookside Park, $15,000, and one in Garfield Park over Bean ereek, SIS.OOO. The new bridge in Garfield Park will be over Bean reek and cost approximately $15,000. On a bid of 0 cent* a gallon the Republic Creosote Company was awarded a contract for 100.000 gallons of road oil. to be spread on boulevards and park drives. Indianapolis police today were still looking for the two bandits who robbed the State bank at Alert, yesterday and escaped with approximately $1,500. A search lasting five hours during which police departments as town marshals In a number of small southern Indiana cities were rounded up and drafted Into service failed when the bandits slipped through the police net. A fast automobile containing policemen left Indianapolis on receipt of the first report of the robbery. When tljey arrived at Franklin on the road to Alert they found no one had heard of the robbery. Nobody seemed to know exactly where Alert was situated. Sheriff Vandiver, however, assured them no bandits would dare come to his city. The police drove back to Southport where they received orders to return to Franklin. En route to Franklin, they saw ust ahead a black touring car containing two men and answering the description of the bandits car. They started in pursuit. For more than two miles they tore alorig behind the speeding touring car. When they finally caught up and ordered the driver to halt they found two very-mip’h-surprised business men from Columbus.
