RESERVE BANK MAY STABILIZE CASH OF EUROPE Senator Owen Concludes Six Six Weeks’ Study of Situation. CONFERENCE A FAILURE Washington*. April 2&—win* th* Genoa conference may prore useful In partly adjusting Europe's economic and Scandal life, it Is hardly likely to provide a permanent panacea for them until the irresponsible and haphazard monetary and exchange system prevalent In most European countries is thoroughly overhau’vd and re-established. This is the opinion of Senatrr Robert Jj. Owen of Oklahoma, ranking Demoritie member of the Senate Baackln* and Currency Committee, and Us chairman during the eight years of the Wilson Administration. Senator Owen recently returned from a six weeks' visit to Europe for the purpose of stndying Its financial, industrial and commercial eruditions and the possible application of them to a Federal reserve banking system. He has pending in the Senate a bill or the establishment of a Federal rese*ve foreign bank He was one of the nnthors of the legislation enacted during the Wilson Administration for the •reafion of the present Federal reserve system in this country. And until the European nations correct this condition themselves and of their own motion It will be extremely difficult for America to render them the very great service which America Is naturally in a position to do.” Senator Owen said that his bill "could be made of gigantic value to Europe if the European governments and European hanks would do their part." but that the United States “could not Rflford to participate in a very great way In the restoration of Europe unless the European nations were willing to balance their budgets, live within their incomes, provide means for amortizing their debts and receive with open arms the service which America could render.” “GROWING .JEALOUSY OF UNITED STATES." “There appeared to me to be in some parts of Europe a growing Jealousy of America.” Senator Owen continued ‘ln many Instances the banks were not, like American commercial banks, run on strict principles of banking, but were operated as trust companies in charge of innumerable commercial enterprises in which commerce and banking were in tertwined. “They had. as a rule, no adequte public system of banking examinations: the banking was very largely treated, outside of the State banks, as a private en terprise. and the State banks had become Instrumentalities for the putting out of depreciated currency.” Senator Owen expressed the opinion that while the Genoa conference "would be useful." despite the limitation of its agenda, it was "bound to be followed by more comprehensive and more useful conferences.” “The wealth of productive power of Eurcpe is unquestionably enormous." he

It will take time and patience before she is really able to get un her feet. The distribution of wealth In Europe under the prevailing monopoly system and monarchists rule is exceedingly painful and is manifest almost everywhere, but these unfortunate conditions are sure to gradually correct themselves under the direction of advancing democratic rule—although I am afraid It will take a long time."
