EXPENSIVE ROAD FOR SOUTH SIDE County Bosses Pick High Class for Paving. A petition for the paring of a strip of road on South Pennsylvania street from Pleasant Run boulevard south to the township line with vobrolithic concrete, one of the most expensive of paving materials, has been accepted by the county commissioners. The road is known as the John Carlisle road because Carlisle's name appears first on the petition. Carlisle is the bailiff of the County Commissioners' Court. The petition, which was filed March 28, is signed by seventy-two property owners. The specifications of the road, in addition to the section naming the vitrolithic concrete, set forth that the road is to be fifty feet wide, thirty feet to be hard surfaced and five feet on each side to be surfaced with crushed stone. Final authority for the construction of the road will be granted If the county engineer and the viewers present suitable reports. Approval for a change in the specifications of the Raymond street road was granted. Emulsified asphalt was originally specified bait was later changed to gravel or crushed stone with concrete as a surfacing material. The estimated saving to the countv on this change will be $0,113. The total costs will be $39,7SB.
Rainfall Brings Bath to Emporia EMPORIA. Kan., April 26—This town has been on its greatest souse since last fall. No, don't call Izzy Einstein, the New York rum sleuth. It's a souse in the bathtub, with plenty of water. Emporlans have been on reduced watei rations during the long-continued drought in this part of the wheat belt, broken only recently by a perfectly nice little rainfall. The water Supply had to be guarded, and the town was put on water rations, so to speak. The use of the bathtub anytime but Saturday nights was regarded as a downright crime, and there was even an agitation at one time during the drought to have a bathtub inspector make the rounds on Saturday nights to see that no bather was using more water than was properly needed to set wet. But ail that is now at an end. Folk here can take two baths in rapid succession if they think one soaking is not nemgh, and a brighter and even a cleaner era has dawned on the community. There's water again, and Emporia has been having a grand “soak." Hold Two on Charge of False Pretenses Harry M. SHIVELY SAYS RESERVE PLAN IS DISTORTED Declares Mellen Appointment Was Special Favor for Big Business. Special to The Times. GARY, Ind., April 26.—Manipulation of the Federal Reserve Banking system through appointment of men in sympathy ony with Wall Street and big capital was charged to the Harding Administration by Bernard B. Shively candidate for the Democratic nomination for United States Senator, speaking at a meeting here last night. Through appointment of Andrew Mellon, as Sceretary of the Treasury, Mr. Snlvely declared the way was paved for the disastrous program of deflation which, he charged, was started by the Federal Reserve Board. “The entire drift—nay the whole program of the Harding Administration—has been intent on one result—namely: The bestowal of ‘special privileges,’ ’’ Shively declared. “Having never believed in a general prosperity, they have ingeniously conceived a well defined program to add more fat to the kettle of the vested interests, hoping in turn these favored ones will consent to distribute a little of it as a sort of alms to the Nation. “Once in control, their program was comparatively simple. What right had Industry generally to prosper? What, right had business to be so contented? What right had the manufacturer and : producer—not generally considered a part ' ot ‘big business'—to be so independent'/ right had labor to attend the plc- ! ture show and eat three meals a day? “We will change this program at once. ; they said. We will take the control of the money power out of the hands of the ; people and put It bnck where It was prior to the advent of Wilson. We will throw it back into the hands of Wall street, i Yes, we will emasculate the great Federal Reserve system that enabled us to win the war—that great system 'hat made it possible f:>r us to loan ten billion of dollars to Europe and raise twenty-four billion for war purposes. This system will be made a creature of our will. We will control its personnel, tuen will we control its policy. We will place Mi. Melon, a Wall street baron, at the head of the Treasury. He Is rich, almost as rich as Rockefeller. He will know what i capital needs. And so, even as they had planned. Mr. Harding appointed Mr. Mellon. And Mr. Mellon, knowing what the interests wanted, prepared his program of deflation. The most stupendous and cold-blooded piece of financial Jugglery that ever was folstered on a people. Understand. 1 make no criticism against the Federal Reserve system It marks n new epoch in American statesmanship. It is the Administration of the law that 1 denounce. “There is no question that the Federal reserve board, controlled by great New York interests, has favored Wall street. Certainly, if a cyclone had hit the Nation it could not have wrought gr-ater havoc to property values thar. did tinera of deflation inaugurated by the board. Thus we have the first step by the Republican party In the interest of the Wall street speculators as .against the nianufticturers, farmers, stockmen and the smaller banks and business men.”
