MORE CREDIT FOR BUSINESS U. S. PROBLEM Federal Reserve Board Declares Policy on Frozen Loans. INDUSTRY IS PICKING UP WASHINGTON, April 14—America's credit problem this year is one of larger financing for American business. There also is presented the question of providing aid to shippers who want to mova America's surplus products abroad. The Federal reserve board’s attitude is that there must of necessity be a more extended us of crdlt in domestic affairs. Spriug finds business and industry picking up, after lagging during a winter characterized by more or less unyvenness in business relationships. There still exists, as a result of the lift'erences between dmand and prices, large amounts of so-called “frozen'’ loans, or obligations which borrowers are not ready to pay at the banks. Officials directing the reserve system refrain from bringing pressure to force liquidation of such loans. On the contrary. there Is a disposition to encourage the extension of these credits, especially to farmers, or in lines of business and ndustry where prices and costs have been revised extensively. NEED OF CREDITS TO THE FARMERS. It is recognibed by reserve bank offi•lals that unless Judicious extension of credits to farmers and others is made, essential industries will be hampered in the year's operations. Bankers now find that it is conservative to carry old credits for longer periods. with the purpose of liquidating them through the proceeds of new business operations. DISARMAMENT! LONDON, April 14.—The “destroyer with wings’’ is the description applied to a sea and aircraft machine which a British aircraft firm is now completing, under the directing of the air ministry. This machine is to be full of the most ingenious secret" devices for “two-element” navigation—on the sea or in the air. Calculations have shown that a torpedo boat destroyer has power enough in her engine room, if this were applied in the right way and she were fitted with wings, to lift her from sea to air.
