ROAD BUILDING ACTIVE DURING COMING SEASON About 40 Miles Under State Contract and 50 More to Be Let Soon. With about forty miles of roads under contract for rigid type pavement and approxima.eiy fifty miles advertised for contract letting on April 14 and April 18, the fortes of the State higbwi.y commission will launch a campaign of great activltly in road building, it was aunounced today by Lawrence Lyons, department director. C. Gray, chief engineer of the commission, pointed out that the more than forty miles represented in four gaps in the National road for which contracts were let several weeks ago at a cost approximating $1,000,000, will be built at about $8,500 a mile cheaper than was possible last year. He stated that last year the commission concluded mileage contracted when prices on labor, materials and freight haulage were much higher. Concrete roads at that time cost approximately $36,500 a mile. This year’s figures are 15 per cent under the engineers’ estimates. or about SIBB,OOO less. The construction department has started work at grading and building structures under twenty-feet span on the gaps between Richmond and Mt. Meridian, from Brazil to Terre Haute, Bridgeport to Stylesville and from Greenfield to Dublin. White Man’s Negro Wife Admits Adopting Children Gave Them to Negresses in Payment for Work Done for Her .
LOGANSPORT, Ind., April 7.—Helen Libby, negro wife of a- white man who adopted illegitimate white children before birth and gave them to negresses who worked for her, confessed the whole story today and threw herself on the mercy of the court. Wilbur Libby, the husband, a traveling salesman, left town last night He hadn’t known until the confession that his wife was born of a black mother and a white father. Her skin was white, her hair was not kinky, nor did she have any of the other characteristics of a negress, except black eyes. She appeared to be a brunette, be said. Libby said be fully believed his wife when she passed off a pair of twins as their own after he had returned from a business trip. He still believes the 18-month-old child they have is theirs, but is convinced she is not the mother of a 5-year-old boy which she claimed by a previous marriage. “I'm the most grossly deceived men it. the world,” Libby said. “I married her two years ago without ever thinking of her being a negress.” Mrs. Libby, well educated by her own efforts and not through schooling, told her story without the negro accent. But there was one ip the courtroom who heard, and was roused into a peculiar consciousness by the words. That person was Mrs. Leonora Z. Meder, also a lawyer. It came right on the eve when the women's Democratic organizations had announced her name as the candidate for Judge at the coming elections. Success is hers! She was the woman who had been public welfare commissioner, and the first of her sex to sit in an Illinois Jury box. Her practice at law was bringing in more than a handsome living. But, “No,” she said. “It's back to the home for mine. Not that I have neglected the one I have, nor the duties to my children—one, my own; (he eight others, my sister’s little orphnns. I’ve tried to he a good mother, but I feel now that I might be a better one. “After all, the old-fashioned mother was the best of her type. The theft took place at San Juan Capistrano, between Los Angeles and San Diego, while the diva was en route to Los Angeles by motor to keep a concert engagement. Diamond ear-rings, pendants, rings, brooches and necklaces were includes in the loot. Commits Suicide to Atone for Quarrel Frank Stanford, 57, 1714 Blaine avenue, committed suicide last night by taking poison, following a quarrel with his daughter, Inez, 39, at the supper table, during which he struck her with a plate. After supper, Mrs. Stanford and Inez went to a picture show and when they returned they found Stanford lying dead in bed. Mrs. Stanford told the police her husband seemed to have a mania for quarreling with his daughter. He is survived by another daughter, Constance, and a son, Henry. The body wa* taken to the city morgue on orders of Coroner Paul F. Robinson, who will conduct an investigation.

Add Two Autos to Stolen Car List The theft of two automobiles was reported to the police last night. Elias C. Atkins, 1321 North Meridian street, reported his Stutz had teen taken from where it was parked in front of his home, and Leater Hutchinson of New Palestine reported the theft of his car from the corner of New York and Illinois street. • Police Seize Beer, White Mule and Man More than seventy quarts of real, oldfashion beer with a kick were held at police station today following a raid on the home of Harry Swisher. 1312 North Capitol avenue, by Lieutenant Andersou and an emergency squad. Swisher was charged with operating a blind tiger. In addition to the beer the police found a quantity of “white mule” and a large sack of empty whisky and beer bottles. ‘Chuck’ Wiggins Is Grant:J_ Reprieve Charles F. (Chuck) Wiggins, local boxer, has been granted a reprieve of sixty days by Govc-rnor McCray from a sentence of six months on the Indiana State Farm on a charge of contributing to delinquency. Wiggins appealed his case to the Supreme Court and has been at liberty pending hearing of the appeal, Wiggins will begin serving a sentence sixty days from April 7, unless he is given clemency by the board of pardons which has hia case under consideration.
