Marine Mail Gurrds First Used in 1775 WASHINGTON, March 17.—The use of American marines as mall guards was not entirely original with former Postmaster General Will Hays, according to MaJ. Gen. Wendell C. Neville. Marine Corps, who says that the marines were first used for this duty in the Revolution. The first authentic record of marine maU guards, according to General Neville, deals with marines from Hartford, Conn., In May, 1775. At this time reinforcements, mall dispatches and a chest of COO pounds specie were sent to Ft. Tlconderoga, captured from the British shortly before. As reliable guards were scarce, eight marines, ‘'well equipped and well spirited,” were sent to escort the treasure. There are other Instances recorded where the Continental Governors and Congress relied on marines for such duties.

ILLINOIS GIVEN DRY LAW REINS U. S. Attorney General to Leave Prosecution to State Authorities. CHICAGO, March 17.—Prosecution of violators of the prohibition law was entirely In the hands of State authorities here today as the result of an agreement i reached between the office of the Attorney General of the United States and the State attorney of Cook County. Approximately 3.000 cases that had been pend- ; ing in Federal courts have been trans- j ferred to the State courts. State Attorney Crowe aud Chief Justice j Olson of the municipal court were to j confer regarding the establishment of a i “booze” court, to be presided over by a special judge, who would hear only cases involving violation of the “dry" law. J Federal prohibition agents here will | continue to gathor evidence of infractions of the anti-liquor laws, but the! local United States District Attorney's j office is relieved of ail responsibility for prosecutions. It is understood one reason for the withdrawal of the Federal Government , from prosecution was most of the cases j are in the nature of misdemeanors and 1 hence regarded as too trivial to warrant the attention of Federal prosecution 1 Similar procedure. It was reported, will be adopted iu other sections of the United States. ST. AUGUSTINE, Fla.. Msrch 17.—Re- . sponsibility for prosecution of liquor law • violations will be turned over to State j officers and courts wherever possible, At- 1 torney General Daugherty declared on j rejoining President Harding’s vacation party here today. However, in such States where the j work cannot or will not be done by the j State, the Federal Government will do it. i Daugherty stated. Daugherty's announcement marks the beginning of anew policy In the en- ■ forcemeat of prohibition. In large cities where bootlegging is most prevalent, prohibition leaders have claimed the city authorities are lax in enforcing the law. Daugherty Indicated that it is his idea States, generally speaking, are relying too much on the Federal Government In the prosecution of dry law violators. The Federal Government. Daugherty i said, is willing to cooperate with .State officials, but cannot carry the whole bur. i den all the time. “So when the State can and will, do this work w* shall turn it over to them,” Daugherty said. SEMENOFF MAY BE KEPT OUT Anti-Bolshevist General Has No Official Standing. WASHINGTON, March 17.—The opinion Gregory Semenoff, Ataman of the Russian j cossacks and alleged “Butcher of the Far East,” would be denied admission to j the United States by the board of in- j quiry which will act upon his case at Van- j eouver, B. C., was expressed today by | officials of the Immigration Service. Although the State Department has ; declared It has no objections to Semen- j off's admission to this country. It was stated the famous anti-Bolshevist general | has no diplomatic standing and he will be i looked upon In the same light as any i Russian immigrant.
