ANSWERFOUND TO ATLANTIC CABLE MUDDLE Italy Plans Construction of Line Through Mediterranean. OTHERS TO HELP PAY By nARRY L. ROGERS. Copyright, 1922, by International Nows Serritt. WASHINGTON, March 3.—A solution of the Atlantic cable question which for more than a year had perplexed the international conference dealing with the allocation of former German cables, has been found it was learned today. This plan probably will be presented to the conference within the next two or three days. It contemplates the construction by Italy from Rome or Genoa through the Mediterranean and connecting with the trans-Atlantic lines at the Azores. No provision is contained iD proposal for turning over to Italj toe trest-Azores-New York cable now operated by France, the ebuseusua of opinion being, under the present assignment of lines between the Azores and New York, there are ample facilities for all business. OTHER NATIONS TO HELP PAY. A substantial part of the cost of the new Mediterranean cable would be paid for by the nations other than Italy which J have an interest in the former cables, i The remaining share of the cost would be borne by Italy, the amount being paid over a considerable period of time, as the cable earned profits from the traffic carried. The scheme regarded as most feasible Is that the funds for the initial installment to be paid to the company constructing the Mediterranean cable should be taken from the earnings of all the j former German cables, which under the modus vivendi, agreed to by the powers more than a year ago are being operated for joint account. While this plan has not yet been for- j nially accepted by the powers, careful ex- j amiliation of the contention by all concerned, has convinced those most con- j cerned with the problem, it meets all difficulties and it is believed the plan will be adopted. Direct communication between New j Y'ork and Germany for which this Gov- t ernment had contended would be afforded J the two German cables now being contracted for by a private corporation. j The North Atlantic cable, from Pen- ' tanre to Halifax, would continue to be operated by Great Britain for traffic from England to Vancouver and Australia. The operation of this cable has proved rather expensive, there having been several bad breaks which were difficult to the British j to repair.

WASHINGTON, March 3.— Preliminary figures for February indicate that the voyage expenses of Shipping Board's vesse's In the hands of managing operators show a slight balance on the right side of the ledger for the first time. ..These figures also show that the managing operators took in approximately $6,500,000 during February, and paid out about's6.loo.ooo. This does not mean that the ships were operated at a clear profit, since other expenses attach which are not chargeable to voyage operations. They do show, however, that Instead of losing a million or more on voyage operations in February, a small balance was shown on the other side. In July of last year the loss from voyage operations was $1,896,000. In December it was $1,249,000. In Jannary the loss was cut to $934,000, so that the favorable balance In February really represents a change for the better of more than $1,000,000. Joseph W.
