PROMISE SLASH IN PERSONNEL OF NAVY YARDS Congress Threatens to Cut Appropriation OneHalf. MANY WILL LOSE JOBS WASHINGTON, Feb. 24.—Tha Congressional axe now banging over Army and Nary appropriations, is threatening the existence of more than half the navy yards of the country, it was said today by naval officials. Should the axe fall on naval appropriations as heavy as some Congressional leaders are threatening, the Navy Department, it is said, will be virtually forced to close all but a few essential establishments. MAY REDUCE EMPLOYES 75 PER CENT. The slash In personnel at the yards will range upwards to 75 per cent of the complement of each yard affected, it is understood. This will mean even more thousands of workmen suspended from employment than the recent order stopping construction. Should the already well defined plan of cutting the Navy appropriations of $400,000,000 in half materialize, only four of the existing nine yards will be retained in commission. The others will be gradually forced to suspend activities. The yards likely to be retained are the so-called “strategic" establishments located at Brooklyn and Norfolk on the Atlantic and Mare Island and Puget Sound on the Pacific coast. Both Pacific yards are necessary, it is stated, because the Mare Island base is not sufficient of itself to care for the powerful fleet eow stationed in that region. YARDS LIKELY TO SUPPER. The yards likely to suffer are tho Portsmouth, where a total of 2,232 civilian workers are employed normally; Boston, with 2,853 workers; Philadelphia, 4,1132 workers; Washington, 61,85 workers, and Charleston, 1,207 workers. These complements are already reduced and at each of the yards which may be affected deep cuts ranging upward to 75 per cent will occur, according to present estimates. The Navy Department takes the position that it cannot be responsible for any such aettion, as the matter Is now up to Congress, although they hope to avoid any actually drastic move, making any necessary cuts is gradual as possible. The romance began at Lake Munitou last summer when Mr. Gordon fell Into the hands cf a game warden for neglecting to get a fishing license. He and Miss Hoffman, a member of the party, knew each other slightly. When the steward, who is known as “Handsome Jerry,” dared Miss Hoffman to put on the manacles produced by the warden and march to a justice of the peace with him, she accepted the challenge. The procession through the streets of Rochester was the talk of the lakeside. Then Cupid scored. Friends of Mr. Gordon say after the fine was assessed and handcuffs removed, the steward, who was a fast worker, exacted a promise from his pretty companion to go through life linked to him —not with bauds of steel—but with golden chains of love. The marriage took place at Franklin, a week ago. Mr. and Mrs. Gordon are living at 28 Brookville avenue. TRAIN WRECKS STOLEN AUTO Crew Fails to Find Any Trace of Driver. Big Four passenger train No. 17, with John Welch of Brlghtwood as engineer, crashed into an automobile at the first crossing west of Oaklandon, at 9:30 o’clock last night. The car was demolished, but investigation failed to show any blood or trace of a person being in it. The police were notified by Garrett Hubbard, 1222 Ashland avenue, conductor of the train. The machine, police records show was owned by James A. Logan, 2160 North Capitol avenue, who reported it stolen from in front cf 260-1 Broadway. It was valued at SI,OOO. Prepare By-Laws for State Editors The special committee appointed to consider the advisability of organizing State Editorial Association decided to go ahead with the drafting of a set of bylaws for the proposed organization, at a meeting yesterday. The committee Is composed of J. W. Fiercy of the Indiana University department of Journalism, E. H. Harris of the Richmond Palladium and George Purcell of the Vincennes Sun. The present plan is to limit the membership to daily papers of the State for the time being, and later throw It open to other publications if the occasion demands. Omaha Architect Memorial Advisor Thomas R. Kimball of Omaha, Neb., is the architectural advisor of the Indiana war memorial commission having been appointed at a meeting of the commission yesterday afternoon. Mr. Kimball is cn architect of prominence and has had much experience in connection with memorial projects. Marcus Sonntag of Evansville, chalri in cf the commission, announced the commission will open headquarters In one of the buildings on the memorial site the last of next month. Paul Comstock of Richmond, secretary of tho commission, will be in charge bt the headquarters.

2 EMPLOYES OF BANK HELD FOR EMBEZZLEMENT Young Woman Tells of Effort to Support Sister—Youth Speculated. The cases of two employes of the Indiana National Bank, who were arrested late yesterday, charged with embezzlement were continued in city court today until March 14. Miss Naomi Cochran, 25 of 1504 North Pennsylvania street, one of the employes, told of a struggle to keep herself and send her younger sister to an art school on a salary which she said was Inadequate. Janies Knight, 25, 1125 Ashland avenue, who has been an employe of the bank for five years, the other employs arrested, told a story of speculation in German marks in an effort to permit marriage. His salary was $25 a week. DETECTIVE FILES . AFFIDAVITS. The two were arrested on affidavits sworn to by Harry Webster of the H. C. Webster detective agency. Two city detectives accompanied Mr. Webster to the bank, where the arrests were made. Miss Cochran was released on a SI,OOO bond signed by Edward D. Moore, vice president of the bank. Knight failed to obtain a $2,000 bond. Miss Cochran, well dressed and refined in appearance, explained that “I am keeping my sister In art school and must provide food and clothing for us both.” Detectives said she had confessed to taking $5 and $lO a week from the bank, covering the amounts with checks on other banks and holding up the checks. She is alleged to have obtained $337. MARKS DROP IN PRICBj MORE MONEY NEEDED. Knight is charged with embezzling $625. lie needed cash and put up German marks as collateral for a $625 loan from the Fletcher American Bank. When the marks dropped in price he needed additional collateral for payment of bis note. To pay off the note Oct. 21, 1921, he Is alleged to have taken $625 from the bank. Miss Cochran said she paid $47 a month rent for the apartment In which she and her sister lived. Miss Cochran and Knight worked in the same cage at the bank and ench is slid to have known of the other taking money. Bank officials refused to discuss the case. JAPAN TO JOIN U.S. IN FIGHT ON ‘DOPE’ TRAFFIC Government Protests Smuggling of Habit - Forming Drugs Into Country. WASHINGTON, Feb. 24.—The United States has made a formal protest to the Japanese government against the smuggling of opium, morphine, heroin and other narcotics into this country by means of Japanese steamships, ir. was learned authoritatively today. Replying to the American complaint the Toklo foreign office has Informed this Government that efforts will be made to prevent illegal traffic in drugs and has requested Japanese ships owners to cooperate in suppressing the traffic. TAYLOR CASE FIGURES IN DRUG PROTEST. The State Department is understood to have brought the matter to the attention of the Japanese government some time ago following complaints from government narcotic agents in San Francisco and Seattle that great quantities of drugs were finding their way into the hands of American venders through sailors from Japanese ships.
