CONTRACTORS SEE REVIVAL IN BUILDING Leaders in Construction Industry Meet in Convention. Proceedings of the recent convention of the Associated General Contractors of America held in Cleveland and just received at the headquarters of the Marion County Buildings Trades Council, a'l show a definite assurance that building construction recovery is under way and that this is the first phase of a general business revival. Such were the opinions voiced by tbe leaders in the construction Industry, in convention assembled there. Col. Leonard P. Ayres, formerly chief statistical officer of the A. E. F. and at present vice president of tbe Cleveland Trust Company, expressed the belief that prices will fall, intermittently, for ten to twenty years more, but he thinks the construction industry will be immune to many of .the embarrassments of the coming period, because it supplies a market two and one-quarter years behind its normal production of building. “in other words," said Col. Ayres, "cor struotion can go along for nine years at 23 per cent above normal and only fill the normal demand by the end of that time.” BUILDING FINANCE PROBLEMS. Concerning building finance problems. Colonel Ayres said these had commenced to adjust themselves through greater abundance of money. “The acrimonious discussions between yourselves as contractors and ourselves as bankers are about over,” he remarked. "Within a few months so much money will be available for borrowers that owners will be able to arrange building loans on prewar terms.” He declared that building prosperity i9 always the first phase of general revivals, and that it disseminates prosperity more widely than any other type of activity. Determined not merely to predict prosperity, but actually to observe it, the contractors arranged a program in which the theme of waste elimination was constantly emphasized. J. Park Channing of Boston, who succeeded Herbert Hoover as chairman of the Federated Engineering Organization, gave the major paper of the conference on this subject, and said that 23 per cent of the responsibility for waste rests on labor, 50 per cent on management, and the remaining 23 per cent on outside relationships. He treated constantly changing personnel as a cause of waste, and recommended measures to make employment more nearly an annual affair. He expressed faith in the method of reasoning with employes rather than ordering them, when labor emergencies are encountered. LONG TRIP lIS' BUILDING INTERESTS. F. L. Bent, the president of the Associated General Contractors of America, spoke on “Idealism in Construction,” and said in part: “We are trying to make contracting a finer thing for these who will come after us. We are consciously sowing seeds w'hich will be harvested by those whom we can never know. Is there any finer thing In life than that?” Ernest T. Trigg of Philadelphia, president of the National Federation of Construction Industries, spoke on “Cooperation in Construction.” He voiced the crying need for catering to public confidence, also for a liberal treatment of the labor situation. “Don’t take advantage of the whip hand,” he urged. “By taking the broad view of things right now, you will bring about a condition in industry where both you and your employes will share in ungrudged prosperity.” The meeting acted favorably on the Kenyon bill to create a reserve fund that will stimulate construction in depressed periods.
