GRAND JURY TO SIFT 2 CHICAGO TONZI’ SCHEMES Get-Rich-Quick Deals Said to Have Cost Investors $16,000,000. CHICAGO. Feb. 16.—Grand jury probes into the get-rich-qulck schemes that cost Chicago's foreign born population more than $6,000,000, were started today. B. S. Hodges, assistant State’s attorney, said he would take witnesses before the jury and ask for the Indictment of Leslie Harrington, who fled two leaps ahead of police who raided his offices. Harrington, according to his office aides who were arrested, borrowed nearly $1,000,000 on personal notes from Lithuanians after promising to pay as high as 100 per cent interest. BISCHOFF COME CP TOMORROW. The case of Raymond J. Blschoff, youthful "wizard” of the stockyards district, who crashed for $4,500,000, will be considered by the investigating body tomorrow. Chicago operatives stated they expected the arrest of Harrington in Florida soon. According to information from Palm Beach, the wife of the "genius” is under surveillance there. Blschoff is under arrest, charged with operation of a confidence game. The affairs of Charles Apple, head of the latest finance company to come under Federal scrutiny, were probed by State and Federal authorities. EIGHT AGENTS UNDER ARREST. Harrington was head of the Novaeullte Company, which investigators charge was an unstable concern organized chiefly as a medium for the sale of worthless 6tocks and Investment securities. Eight alleged Selling agents employed by Harrington are under arrest, charged with him with obtaining money nnder false pretenses. Indicatolns point toward dismissed bankruptcy proceedings against Charles H. Apple, Investment and securities dealer, for want of jurisdiction. Apple asserts his headquarters are in Kansas

BONOMI SAYS HIS COURSE IS BEST FOR ITALY Fate of Cabinet Hangs in Balance as Parliament Opens. ROME, Fob. 16—The official life of the Bonomi cabinet hung In the balance when Parliament convened today after a recess of more than a week. The premier announced that he would make a speech in the Chamber of Deputies defending his government's policies and would ask for a vote of confidence. This vote, however, may not be taken until tomorrow, owing to the general desire to participate In the debate. Adherents of Premier Bonomi were hopeful that his declaration of policy before the Chamber would avert another government crisis. In drafting his speech, the premier planned to defend the home and foreign policies of the government, contending that the ministry had acted for Italy’s best interests in: 1. Maintaining an impartial attitude toward the Fascistl (extreme Nationalists) and Socialists. 2. Reducing the budget deficit progressively. 3. Supporting disarmament, pacification and reconstruction. It was intimated that if Premier Bonomi remains in power his cabinet wlil net cautiously on the question of reconciliation between the Vatican and the Italian State. The Democrats are reported to have secured a promise from Signor De Nl- ] cola, president of the Chamber of Depu- ] ties, to attempt to form anew ministry : 1f Premier Bonomi fails to secure a vote of confidence. Poncho Villa, Former Mexican Rebel Bandit, Favors Law and Order
MEXICO CITY, Feb. 16—Invitations to Francisco Villa or "Pancho" as he used to be known in the days of his outlawry, to Join the revolutionary agitations against the Obregon government, have fallen upon deaf ears, for the former bandit-rebel now looks with a stem and disapproving eye upon anything that opposes law and order. Villa's loyalty to the government is more notable in contrast with the wave of anti-government agitations now sweeping some quarters. It was reported that "Pancho,” to get at rest any anxiety that may be felt toward his attitude, will shortly come to Mexico City to reaffirm his support to the Obregon regime. REFUSES TO AID- REBELS. General Antonio Ruiz, who has Just executed in Chih’uahua for plotting against the peace and dignity of the state, was delivered to the Federal authorities by Villa. Ruiz had gone to Villa’s ranch at Cantillo to seek "Pancho's” cooperation in an anti-government plot. The former rebel chieftain declared that his first citizenship duty was to the state; seized the unsuspecting Ruiz and turned him over to the Federal troops. Colonel Jose Pruneda, brother of the executed rebel leader, Antonio Pruneda, has been brought here for trial on a charge of complicity in rebel activities. He formerly commanded a federal regiment at Linares, state of Nuevo Leon. OBREGON ASKS GENERAL TO RESIGN. | ditlona win be accepted Immediately without question." Apparently there is a concerted more on the part of the revolutionaries in various parts of the country, but the rebel bands are small and unimportant. It Is believed not one of them contain more than 200 men and most of them consist of about a dozen men, usually of bandit character. The war officials say that at least one rebel "general” has been captured or driven across the border every day in the past week. In addition two officers were executed. SPEECH AND PRESS STILL FREE. Despite the plots that have been discovered there is no abridgement of the freedom of the press nor of free speech. Anti-government papers are sold freely upon the streets. Newspapers attacking President Obregon and calling the administration a “government of assassins" are allowed to circulate without Interference. In fact, the government is showing marked leniency toward the rebels. Only the high leaders of revolutionary bands are placed on trial before military courts. The men of the ranks aro disarmed, reprimanded and sent home. President Obregon, Chief of Cabinet T. Elias Calles and heads of the army in Mexico City are disposed to lay the revolutionary activities to nlleged machinations in the United States.
