COUNTY PLANS TO TAKE OYER ORPHANSMHOME Asylum for Negro Children Offered Under Certain Conditions. APPROPRIATION ASKED A resolution establishing an asylum for the support, care, education, control and protection of orphan, dependent, and neglected and abandoned colored children in Marion County was adopted by the county commissioners today, this being done for the purpose of enabling the commissioners to ash the county council at its meeting tomorrow to make an appropriation for this work. Members of the commission expressed the hope to be able some day to have the white and colored orphan asylums on the same tract of ground but seperate institutions and housing facilities for each and the adoption of the resolution they say is the first step in this direction. The resolution as adopted enables the commissioners to take over the Indianapolis Asylum for Friendless Colored Children locate at Twenty-First street and Senate avenge in accordance with a proposition submitted to the commissioners by the board of trustees ot the institution a short time ago. OFFER TO TERN PROPERTY TO COUNTY. The resolution of the board of trustees, as presented to the commissioners, offers to turn over the county corumis sioners the management and control ot the institution as it now stands, including all the children now in the home, and also the buildings, grounds and other property of the institution provided it is found that the board of directors has a legal right to do so. This matter they propose it place before the proper court and have a decision as to their ability to make such a transfer. The offer was made for a period of one year, and if at the end of that time the county had not acted then it is to become of no effect. The resolution was adopted by the following members of the board: Charles A. Reeves, Clayton B. Johnson, Arthur L. Moore, Thomas H. Harrison, Asher B. Evans. In addition to enabling the county commissioners to take over the Indianapolis Asylum for Friendless Colored Colored Children the resolution adopted by the commissioners provides that a site be chosen a ndthe real estate be prepared for the construction of buildings and improvements necessary for the asylum and the Marion County Council be requested to appropriate a sum sufficient to cover the cost of the real estate an dimprovements for such asylum, MAKE PARTIAL DENIAL
OF INFIRMARY CHARGE. While admitting that conditions at the Marion County Poor Farm were not the best from insanitary standpoint, members of the commission absolutely denied charges made by a committee of the Local Council of Women at a meeting held at the Propylaeum recently, that the institution was filthy. They say that they now are seeking to remedy the insanitary conditions and have asked the county council for an appropriation to remedy these conditions. “I do not know where the ladies got their information,” said Carlin H. Shank, chairman of the commission. “These reports do not agree with the findings of the Marion County grand jury, the county or State committees that have visited the poor farm. We are doing everything in our power for our county wards and are seeking to do more. While sanitary conditions at the farm may not be the very best, I do deny the charge of filthiness. If the women can assist in the matter we will be only too glad to cooperate with them and assise them in every way possible. However, we can do nothing unless the council makes an appropriation to meet the cost of this work. “It is the hope of the commission to have our county institution second to none in the country, but we cannot do this without money.” DISCOVERY TO ALTER COURSE OF OFFICIALS (Continued From Page One.) lice officer, as their movements were watched carefully. FINDING OF GOWN SLOWS INVESTIGATION. A strange lethargy, it also is stated, has affected certain members of the police department since the finding of a pick silk night dress among Taylor's effects. The situation has become so serious the sheriff's office here wired District Attorney Woolwine, who had been taking his vacation in Ventura, Cal Woolwine rushed back to the city and was closeted with W. C. Doran, his chlel deputy, at the sheriff's office. A grand jury investigation of Uje charges certain witnesses, including film stars, who at first talked freely, have suddenly been silenced, is planned. The real truth of what happened at Taylor's Westlake Terrace bungalow on the fatal Wednesday night, a week ago, when he was shot through the back, is known to this secret wire-pulling combine behind the scenes, the police believe, and is being concealed beeause of the embarrassment to huge financial interests which disclosure would involve. The attempt to throw the guilt directly upon the slain director's valet, Sands, who has disappeared, was seen by investigators who are convinced the murderer was hired by a jealous woman as an attempt to shield the real culprit. FILM OFFICIALS HOLD MIDNIGHT PARLEY. The secrecy attitude of the big guns of filmland was believed to have been the outcome of the secret closely-guarded midnight meeting at the home of Mary Wliios Minter, petite screen star, whose I&r for Taylor now is free;- -.dmitted. Mabel Normand, the other film actress most prominent in the case, has suffered an almost complete collapse. Her condition was rendered more seriorfs by a report that her letters to Taylor had been found hidden in the-toe of one of the slain director's riding boots. References were said to have been made in these telegrams to a prominent producer who is the head of one of fildom’s largest organizations. The district attorney's Investigation Into the Taylor case is to include an alleged "love cult" with whose members Taylor was said to have been on intimate terms. The clique according to the Information available, centered in Los Angeles and attempted to steep itself in oriental mysticism. Investigators are inclined to consider seriously It had a possible part In the events leading up to the tragedy, since the rituals of the cult were said to have affected its devotes to the point of fanaticism. to have been murdered. Miss Normand, Miss Minter, Miss Windsor and Miss Gerber, all at various times were said to have figured in Taylor’s supposed romances. The district attorney’s office, it was learned, did not in any way connect these persons, however, with the investigation of the alleged "love cult.” Miss Normand’s letters and telegrams were found during the night when detectives searched the bungalow in which Taylor was killed. A flimsy, lace handkerchief Initialed M. M. M. was found in the same search. The letters and the handkerchief were turned over to the chief deputy district attorney, W. C. Doran, by Detectives Adams. Cashill, Cline, Cato and Murphy, who found them. The substance of Mabel’s letters was not made public. It was learned also a series of telegrams were* exchanged in 1019, when Miss Normand was filming "The Slim Princess” at Culver City, Cal., and Taylor was directing Mary Miles Minter in “Ann of the Green Gables’’ in New England. Another theory on which certain of the investigators proceeded was Taylor was shot, in the back by a woman he was embracing and who had her arms around him. This woman, they say, burned with a fierce hatred for Taylor who had scorned her love. The colored valet of the murdered director, Henry Peavey, has not told all he could, sheriffs believe, and he has been subjected to a more severe grilling. With the police declaring they are blocked at every turn, action in the dramatic murder case, which has plumbed to their depths the secret passions of the motion picture world, has slowed down to snail’s pace. Due either to interference or to the natural slenderness of the trail left by the slayer, developments in the search had been retarded until they registered like a film projected at one-seventh its normal speed. CASE DRAGS PAINFULLY. Each detail of the search or the woman hunt as it may prove to be, dragged out in painful obviousness until the case was robbed of the Interest aroused by the swift action and startling developments of the opening days—the “throwback.” as they call It In filmland to the drama of the' dead man’s past and the passionate story of love of two prominent ctresses for Taylor. Jealous rage, despicable blackmail or deliberate suppression of evidence, the trails crossed and recrossed. But if the action of the drama itaelf had slowed down, the frantic scurrying of Hollywood to cover had reached its height. The pitiless searchlight of public interest blazing this time with indignant disapproval, was sweeping the haunts and homes and heart offatrs of the world heroe’s and heroines of the screen. The moving picture world, saved by a hairbreadth, when Virginia Rappe met her death and Fatty Arbuckle went on trial, was this time under a more severe fire. The Intrigues of filmland, the scandals, the drug parties, the Indescribable orgies, which certain film folks thought their "perfect right” and "their own affair,” suddenly became things to be hidden and denied. DOMESTIC TIES ARE RENEWED. Husbands and wives who had flaunted their marital differences and infidelities \ before their fellow stars and permitted a curious world to catch an occasional j shocked glimpse, were crying “wolf” and rushing back to the fold. j Husbands and wives were seen drinking together in public restaurants for the first time in months; film actresses, who J had taken their “I do’s” lightly, were keeping the home fires burning—with ; their own husbands. U. S. Conference Delegates Make Report to Harding
WASHINGTON, Feb. 9.—A lengthy report on the American delegation’s work in the armament conference, covering more than 200 printed pages, was presented to President Harding this afternoon by members of the delegation. Appended to it were the treaties written, and a compilation of the reports of the plenary sessions. Name of Taylor Is Called at Meeting of Film Directors NEW YORK, Feb. 9.—At a meeting of the Motion Picture Directors' Association here the name of William Desmond Taylor was called three times without response by the secretary as a part of tbe ritual of the meeting. Reading the roll call, the secretary called out: ‘William Desmond Taylor—William Desmond Taylor—William Desmond Taylor.” There was a hush for a minute, then a solemn voice called out: “Good night.” It was announced Taylor “had passed” and eulogies of the slain director were delievered by prominent colleagues who characterized Taylor as ”a white man” and the highest type of American citizen.

MARION COUNTY ORGANIZATION. The Marion County organization is being formed around the Beveridge-for-Senator Club which was formed some time ago. George L. Denny, an attorney, is expected to be Marion County campaign manager. John W. Becker, secretary of the club, will be escretary of the county campaign organization. Arrangements have been made for starting the publicity campaign simultaneously with the opening of the headquarters. Mr. Martin announced the publicity work will be in the hands of A. A. Kist, editor of the Portland Republican, and George W. Stout, Indianapolis newspaper and publicity man. STATUS OF MARTIN A>D ROBINSON. Another feature of the announcement of plans for the Beveridge organization is the fact that his acceptance of the place as State manager precludes Mr. Martin’s becoming a candidate for the Republican nomination for Congress from Marion County. Mr. Martin had been frequently talked of as a candidate but he never made an announcement. It has been generally understood that either Mr. Murtln or Judge Arthur R. Robinson of Superior Court would be a candidate. Mr. Martin’s acceptance of the place'with the Beveridge organization may mean that Judge Itohinson will be a catidldale, although no announcement has been made to that effect.
