It was unnecessary for him to report the popularity of the President and Secretary Hughes over the success of the limitation of armament conference, but a deep disapppointment and a positive distrust in Congress. The White House discussion revolved rather around the processes of getting better results on Capitol Hill. CONFERENCE REVEALS SPLIT. The conversation developed a difference of opinion over the advisability of procedure through party conferences ia both House and Senate.
