SCHOOL CITY CARRIES OUT BIG PROGRAM Building Plans Put Forward in Face of Strong Opposition. CONDITIONS RELIEVED) In a period marked by general stagnation both in business and civic lines, and when constructive programs as a general rule have been postponed or even abandoned, the school city of Indianapolis has gone ahead boldly and the accomplishments of the year 1921 have been among the greatest in the history of the public schools of Indiana. Despite unsettled conditions following thewar and the opposition of powerful forces th e year was marked by the greatest improvement and increase in school facilities yet recorded. New buildings of the most modern type either were completed or started in every section of Indianapolis and for the first time a systematically planned, scientific, building program was followed. BUILDING OUTLAY ALMOST $4,000,009. School boards of former years, regardless of the fact tha./ Indianapolis was one of the most ra/pldly •growing cities in the United State*, had failed to add school facilities. Hclif-day classes were fast becoming a perananeni fixture in tha lower grades, and! every day the situation was growing v/'orse.
