Municipal Lodging House Needed, Sags Chief Kinney Army of Job Hunters and Do( gers Tests Capacity of Police Station.

Indianapolis needs a shelter house for unfonunates, in the opinion of Chief of Police Jeremiah E. Kinney, who each night is the host for from twenty-five to I forty met* Some are well dressed and . some ragged. These men aro not under arrest. They i appear at the police headquarters early I each night and ‘‘Cop’’ on the floor of the i rear hallway near the downstairs cell- ( room. This space soon becomes crowded. | Then some climb to the top of an old 1 wardrobe in the hallway at the risk of rolling off and falling to the cement floor and breaking an arm or a leg. Then : others find places to “bunk" on the iron . stairway leading from the rear hallway to the turnkey's office. Still others “flopped” on the floor of the public washroom on the eecond floor of the police headquarters since the rear hall has become crowded. However, that is against the orders of the police captains as the janitors say the men soon will have that place infested with vermin. Some of the men | are covered with vermin, others were not until they had “bunked" along side of the vermin-covered tramps. TISITOKS OPPOSE EASY RISING. Each night the men become bolder, and some insist on sleeping on the stairway until 8 a. m. but when Sergeant Sandmann, turnkey, threatens to lock them up on a vagrancy charge, they clear out. “If you fellows are looking for work, as you say you are," said Sandmann. “you sbou'd get up and start looking before V o'clock—unless you want a job as a clerk in a bank.” The janitors don't approve of the hospitality extended to the men who frequently refuse to get up when the janitors arrive to clean the building. Then there is trouble. The hoboes have i made the negro janitors “hotfoot it” on several occasions, and only the timely arrival of the police officers from the front office saved the janitors from be- ! ing “all mussed up" on several occa- ; sions. Still the number seems to Increase each j night as the cold, rainy and stormy weather drives the men from the streets , to warm atelier. Some rea’ly want work. Others would run away if they thought they would find work, the poliec say. PLAYS CX SYMPATHY OF SERGEANT. One of the “guests” ventured into the fronr_ office of the police headquarters building early in the morning a few days ago. “I have not had a bite to eat for two days,” he said, as he leaned on Sergeant Sheehan's desk. The man's hair was streaked with gray. He was a man of middle age. Sergeant Sheehan has a family of a w ife and seven small children. Barnard. business manager of the American Bakers’ Association, Chicago; “A Greater American Association,” by A. L. Taggart, vice president of the American Bakers’ Association. Indianapolis, and “The Present and Future Opportunities in the Bakery Business,” by H. L. Sommers, Ft. Wayne. The session will close with the election of officers. A banquet will be giveu In the evening. On the following day the talks will include “Developing Better Salesmen," 11. A. Thorp. Ft. Wayne; “On the Other Side of the Counter." John Hartley, Chicago; “Can the Bakers and Allied trades Direct the Bread Ration of America," John W. Burns. Louisville. Tho "traveling public,” who were without funds to pay for a ntgh*'s lodging and breakfast were always welcome at the Friendly Inn, for In the rear yard was a big pile of wood, and the "guest" could pay for hls lodging and breakfast by taking a little exercise In splitting wood. With the majority of the “traveling public” this was not popular. However, it was welcomed by many a man who was “Just out of luck.” Later there was a shelter house on North New Jersey street between Ohio and New York streets. That was during the first term of Lewis Shank as mayor of Indianapolis. The man who was In hard luck could call at police headquarters, tell hls story to the desk sergeant, and obtain a shelter house ticket. The man was given a warm place to sleep, a bath, and hls clothes were disinfected. Then in putting the man who is “down hut never out” back on his feet, the shelter house ticket provided for hot coffee ar.d something to eat. But this place la no longer In exlst anew. We can keep an eye on them and know where they are,” explained the chief. “In these unsettled times when lots of men are out of employment, the problem of caring for these men is a big one. It seems to become more serious each night as the news spreads that they can bunk in police headquarters."
