GERMANS PLEAD BANKRUPTCY OF THEIR COUNTRY Indemnity Demands Basis of Nation’s Crash, Press Asserts. CRISIS LONG FORESEEN BERLIN, Dec- 16.— Chancellor W'irth was eummoned by the Reichstag foreign relations committee today to explain the new policy of the government as affected by the note to the Inter-allied Reparations Commission announcing that the January installment of the indemnity cannot be paid. It is possible a sbakeup of the cabinet will follow, in view of the threats being made against Germany in France. BERLIN, Dec. 16.—Tne German crash has come. Germany today virtually confesses national bankruptcy. The Berliner Tageblatt expresses the hope that a world conference will be called to consider the financial and economic situation, especially In central Europe. “Now that the Irish problem seems out of the way. England is In a position to turn to world economic problems." said the Berliner Tageblatt. “Therefore we may hope that an International meeting will be held to solve these questions.” fsATS GERMAN NOTE SOUNDS BANKRUPTCY. The Deutsche Allgemeina Zeitnng, owned by Hugo Stinnes, declared the German note means “bankruptcy of the policy of fulfillment.” Reactionary newspapers warned against “getting absolute financial control of Germany." Germany's failure to pay means the downfall of the whole policy of the W'irth government. The Chancellor's cabinet was based on the promise to pay indemnity. His political opponents were active today especially the nationalists. It Is feared communists will attempt to capitalize the situation and precipiate disorders. He says there “should be a continuation of the occupational plans which were interrupted last May when Germany accepted the allies' indemnity ultimatum.” At that time France was insisting on occupation of the Ruhr district containing Germany’s coal mines. “It is not difficult to foresee what reply the allies will make to the German note.” said Petit Parislen, a government organ. “It is known England seems disposed to relinquish her claims on Germany and accept German bonds in payment for allied debts. This would facilitate the issue of an international loan. If the loan Is made, America undoubtedly would participate and would furnish Germany with the gold necessary to make her indemnity payments to the allies." PERU INCLINES TOWARD U. S. AS MEDIATOR Chilean Proposal Will Be Refused and Reply Is Being Drafted. At the same time President Leguia stated in effect that the Chilean proposal for settlement of the dispute would bs refused.
