SEE HELP FOR UTILITIES IN CHANGEDLAW Gas Companies’ Executives Favor Abolition of Tax Free Securities. The abolition of tax free securities would be a boon to the public utility companies which are hard pushed to extend their facilities commensurate with the growth of the cities they serve, according to President Morse Dell Plain of the Indiana Gas Association. Mr. Dell Plain urged support for President Harding’s suggestion In his message to Congress, for the wiping out of all tax exempt features. TWO PROBLEMS STAND PAT. Mr. Dell Plain presided et a meeting to- * day of gas company executives from all parts of the State called to consider two grave problems confronting the Industry. Ore of the problems considered was the task of convincing the pnbllc that drastic revision of gas rates would be ruinous to the industry. Gas companies still are handicapped by high freight rates and high coal prices and they are not able to reduce wages because most of them were unable to raise wages above normal during the war, according to several executives taking part in the discussions. The other problem was that of obtaining new capital for extensions and Improvements. Regarding this, Mr. Deli Plain said: “How can we expect Investors to pass np tax free municipal and Federal bonds In favor of pnbllc utility securities, unless these securities are allowed to earn a far greater return than the public seems willing to have them earn! For some time we as public utility men have been protesting against the unfairness of the situation and the handicap It presented In our raising the necessary capital for extensions to our system, the demand for which has never been greater than at the present time. TAX FREE STATES ASKED FOR SECURITIES. “As an expedient we have urged that public utility securities be given a tax free status at once, although I believe President Harding's suggestion—the abolition >f all tax free securities —Is proper as a permanent solution and carries with It the advanatge of being absolutely sound economically.” Morning and afternoon sessions were held at the Clavpool Hotel. Among the gas executives present were S. E. Mulholland, Ft. Wayne; J. D. Forrest. E. J. Burke, F. W. Sargent and W. J. Barrett, Indianapolis: G. M. Johnson. South Bend; R. A. Ziegler, Anderson; H. J. Roach. Crawfordsville; M. P. Shearon, Hammond ; B. H. Gardner, Lafayette; L. H. Llnemeyer, Noblesvllle, and Ray Zeek, Michigan City. Present Gas Rates to Be Continued Because of the provisions of the order granting a rate of 00 cents a thousand cubic feet for gas In Indianapolis, the rate will not expire Dec. 31 as was generally understood, Glenn Van Auken, a member of the public service commission-, who has charge of the gas company affairs In the commission, said today. >l~ Van Auken said the order provided that the rates should remain In effect until Dec. 31 or to such other time before or after that date that the emergency which brought about the granting of the rates ceased to exist. Mr. Van Auken said that rates probably would continue without a hearing. Portion of Body Found in Sewer NEW YORK. Dec. 16. —The middle portion of a woman’s body web found In a Long Island sewer today. It Is believed to belong to the same body of which the torso was fonnd In a Long Island city pool Oct. 22, and which has not been Identified. Frank Napoleon met his first Waterloo and faces a probable temporary banishment to the State Elba —the penal farm at Putnamville. Chief of Police Browning played the part of the Duke of Wellington when he raided a dugout under Napoleon's woodshed and confiscated a larrel and a half of liquor and the copper colled "artillery.” The chief became certain It was firewater when he let a little stream trickle on the station floor and set a match to it. The stuff burned.
BOARD TO ASK DELAY REASON Seeks Explanation of Slow Work on Streets. The Jose-Balz Company has been requested to appear before the board of pnbllc works Monday to explain why work has not been pushed on contracts for the permanent Improvement of Delaware street and Washington boulevard, from Fall Creek to Twenty-Eighth street, Mark H. Miller, president of the board, announced today. Mr. Miller said the contracts were awarded to the Jose-Balz Company six weeks ago and that all that has been done Is a little grading. The board and the Jose-Balz Company have been in conflict several months over refusal of the board to permit the company to cut the curbing of Twenty-Eighth street between New Jersey street and Central avenue for an entrance to a private garage of an apartment owned by the company. Property owners objected to the establishment of the garage. The company has sued to compel the board to grant the permit. 1 Killed, 3 Wounded in Bootlegger Fight CORNELIA, Ga., Dec. IC.—One unidentified man, believed to have been a whisky runnel, was killed and three deputy sheriffs were wounded In a running fight between officers and bootleggers near View, Ga., early today. Two automobiles containing 163 gallons of moonshine liquor were captured. A third car escaped.

HOLDINGS OF MERGER PUT AT $14,000,000 Public Service Engineer Testifies in Indiana Electric Hearing. The property of the seven utility companies which the Indiana Electric Corporation is asking the public service commission for permission to buy is worth $14,000,000 undepreciated on the ten-year average price basis used by the company and $12,000,000 depreciated, Harry O. Garman, chief engineer of the public service commission, testified today. On the same basis, the corporation claims that the properties are worth $18,500,000 and are asking permission tq, Issue securities In that amount. Sir. Garman was put on the stand by Fred Bates Johnson, attorney in the case for the city of Kukomo. LOOK INTO EARNINGS OF UTILITIES INVOLVED. The remainder of the hearing was taken up largely with technical testimony and testimony as to the earnings of the various utilities involved. Joseph Brewer of Grand Rapids, Mich., president of the Indiana Electric Corporation, was recalled to the stand and testified that he could not tell what will be paid for each of the seven properties. He said there is no contract between the Indiana Electric Corporation and the American Public Utilities Company, which owns the Merchants Heat and Light Company and other of the properties, in regard to the sale of the Indianapolis company. He said that this was because the interests controlling each of the concerns Involved are the same. HOLDER OF OPTIONS KEPT CLOSE SECRET. An attempt was made by Samuel Ashby, corporation counsel for the city of Indianapolis, to learn from Mr. Brewer, who hold* the options on the stock of some of the companies Involved. Mr. Brewer said the options were held by a “confidential agent” and refused to reveal his name. Mr. Ashby also demanded to know how much of a fee Is to bo paid *he confidential agent. Mr. Brewer re- , ied that It will be “modest." For the most part the evidence was a repetition of that submitted In the previous hearing of the corporation's petition for permission to buy the same properties. HOTEL KEEPERS OF STATE MEET. The Indiana Hotel Keepers’ Association held Its annual meeting at tbo Claypool Hotel today. A business meeting was held this afternoon and a banquet and entertainment planned for tonight. More than one hundred hotel owners attended.

It was charged that Pugh Influenced Hagen to 6ign an order to secure the release of his guardian “to deceive this relator (Hagen) and to deceive the probate court” so that Pugh might the better cover up said embezzlement of funds." Hagen, in the civil action, asked that the Judgment of Sept. 30, 1920, In the Probate Court be declared void and that It be vacated. When these alleged facts came to the attention of Judge Mahlon E. Bash of the Probate Court the matter was referred to the grand jury for Investigation to determine against whom criminal charges should be preferred for the alleged dissipation of young Hagen's estate.

Soviet Envoy Has Talk With Premier LONDON. Dec. 16—Leonid Krassln, Russian Bolshevist commercial envoy, held a long conference today with Premier Lloyd George. The premier obtained considerable data regarding the soviet’s promise to repay the old Russian foreign debt. This will be submitted to Premier Briand of France when the two statesmen meet Monday.
