RAPS PACIFIC STATUS QUO IN NAVAL BASES Poindexter Says U. S. Fortifications Slight Compared With Japanese. DEFENSE NEEDS CITED WASHINGTON, Dec. o—lt would be sheer folly for the American Government to consider any proposal by Japan that her acceptance of the 5-5-3 nsval ratio be contingent upon the maintenance of a status quo in Pacific fortifications. Sena - tor Poindexter, Republican, Washington, ranking member of the Senate Naval Affairs Committee and a widely recognized authority on naval problems, declared today. "Mere agreements, as was found in the case of Belgium, are poor securities of naval defense, ’’ was the warning voiced by Senator Poindexter as he pointed out that Japan already possesses three great complete naval bases on the Pacific, while the United States has not one completed there. “Wj have not even on the Atlantic coast a complete naval base equal to one or more possessed by Japan,’’ he said. PACIFIC INTERESTS REQUIRE DEFENSE FI.AN. “In view of our very Important possessions *3 the Pacific, reaching close to the shores of Asia, it is necessary for us to maintain our sea power there unless we are determined to submit our destinies to the mercy of rival powers. “This is true whether there is a reduction or a 'imitation of armaments or not since the same factors would the relative situation we would be con fronted with.’’ “It must not be forgotten that Japan has three great complete naval bases in the Pacific at Kure. Yokosuko and Sasebo.’* Senator Poindexter said. “In addition. she has five minor bases suitable for limited accommodations and repairs for her naval vessels. "On the other hand, the United States has no complete naval base either upon the mainland or in the Islands of the Fadflc. At Mare Island, Tuget Sound and Pearl Harbor we have navy yards, but between them there Is only one drydock adequate for fully armed and equipped battleships of the largest type. “Suffice It to say that th facilities in the Japanese yards are many times superior to those of the United States In the Pacific.
