Until the budget system was evolved those strings either dangled loosely while the taxpayers’ money was split in many directions or were loosened by those who, at the Capitol particularly, had an eye on the local "pork barrel.” The efforts of Budget Director Dawes to tighten the strings are being ably seconded by Representative Martin B. His modesty is attested by the fact that his is the shortest sketch in the Congressional Directory, where longwinded “biographies” are the rule and not the exception. of the system of turning out appropriations from the committee “hopper.” Upon the House devolves the constitutional prerogative of originating fiscal legislation, and upon Madden and his committee rests the difficult and complex task of drafting the different appropriations bills for each fiscal year. In his efforts to effect real reforms and economies Madden has an efficient and experienced assistant in Marcellus C. Shield, who has been chief clerk of the committee for a number of years and under a succession of committee chairmen. Madden frankly admits that Shield knows more about appropriations than any member of the House o(r even Director Dawes can ever hope to know. Madden has just re-organized his committee to enable it to consider the first hudget which President Harding will submit to Congress under the new Budget Act at the opening of the regular session in December. The act provides for the submission of two budgets—one to follow the outline of the old book estimates and the old appropriations bills and the other (the alternative budget) to be made up according to such arrangement as the Bud-

The House Appropriations Committee heretofore has been subdivided into thirteen committees, one for each of the twelve regular annual appropriations bills and one for all the deficiency appropriations bills. These bills, with few exceptions, were not constructed upon any well-defined, logical lines. Most Government departments and bureaus got part of their appropriations in one bill and part in another. It was impossible to ascertain the total appropriations for the departments or bureaus without consulting two or more of the bills. The War Department furnished an apt. illustration of this unbusinesslike distribution of public moneys.
