WARFARE RULES NEED DEFINING i BY CONFERENCE Delegates Likely to Extend Scope to Submarines and Use of Gas. Special to Indiana Dally Times Sld Philadelphia Public Ledger. WASHINGTON, Nov. 18.—The Inevitable adjustment which will be required of the submarine phase of the Hughes proposal as the result of divergent American and British viewpoints, is likely to open up the whole question of newer weapons of warfare before that topic is fairly reached on the conference agenda. There was a tendency here, even among military and naval experts, to believe that Arthur Balfour’s characterization of the submarine as a “barbaric weapon" and his plea for their limitation if they could not be abandoned. Is an indication the conference has no intention of dodging the pertinent questions of poison gas, use of air craft on defenseless cities and all other atrocities the Germans Introduced In warfare.
