CO.YGRESS WILL INSERT TEETH IN RAILROAD LAWS Leaders Plan to Make Strike Impossible—Expect More Freight Reductions. WASHINGTON, Oct. 25.—With a general railroad strike averted after it threatened the country for iwo weeks, a general movement was started In Congress today to make such a situation impossible in the future. The chief means to this end will be to put “teeth” In the Escb-Cummins railroad law by making decisions of the Railway Labor Board mandatory on both the carriers and the employes. President Harding, on his return from the South, may issue a statement upon the settlement of the strike, it was said, and it is expected that he will take up with his Cabinet measures to prevent a recurrence of the threatened trouble. The President has indicated his belief that the Railway Labor Board must be placed upon a c*r? powerful basis or abolished altogether, and it Is expected here that the Administration will seek Congressional action which will give the board power to enforce Its decisions. The President also Is committed to a policy ,if freight rate reductions and with the strike order rescinded, it is believed he will lend his Influence to such a movement. Although officials here state that the credit for the settlement of the strike must go to tile Railway Labor Board, in which the President placed hts entire confidence, they said that the accomplishment of the board h 'd been achieved through moral suasion rather than through actual power. In another similar situation moral suasion might not prevail, it was pointed out and Admlnlsl ration leaders feel that the Railway Labor Board, if it is to be an effective agency, must have some definite power of enforcing Its decisions. Officials said they realised that the rescinding of the strike order does not remove the complaints of the'railroad employes and that steps must be taken to adjust matters of differences between employers and employes. Oct. 28—War bond* and notes are being retired by the Government at a rate In excess of $800.000,000 a year. Retirements this year may run close to $1,0i0.000.000, it is predicted. Liberty bonds and Victory notes have experienced a email though steady increase In market value despite spasmodic decline*. Big purchases by the Government are believed to be the cause of the advance. Securities bought ou Government account, July 1 to Sept. 30. had par value of $237,692 393. Public debt operation* for the period also Included redemption of $1,403,954,311 in treasury certificate* and other unfunded debt. Gross debt Kept. 30 stood at $23,924,108,125, from which deduction of $757.675.231 should be made on account of net balance In the general fund.
