GOLD INFLATION PRESENTS A NEW PROBLEM TO U. S. America Rich, but May Suffer by Monetary and Trade Situation. IMPAIR GOLD STANDARD ■WASHINGTON, Oct. 21—Ths United States Is In the peculiar position today of accumulating more gold than It needs, of possessing lialf of the world's available gold, while fucing the incontrovertible fact that It cannot live and prosper alone. Ordinarily the man whoHe pockets are filled with gold Is supposed to be indspendent of the rest of the world. Uncle Sam. with his pockets bulging with gold, finds himself far from being independent economically and financially, of the rest of the world. It is this strange situation that is giving the American Government, from the President and the Secretary of the Treasury to the Republican leaders of Congress, such knotty problems to solve as the stabilization of commerce and the readjustment of the tariff, taxation and the foreign debt. -- The United States Is receiving gold in such large quantities as to threaten It with a gold inflation. It was pointed out by D. R. Crissinger, the Comptroller of the Currency, while there Is not a satisfactory compensating movement of our products to the countries which are sending us the gold. And yet It is as necessary for ns to sell as for others to buy, as necessary for us to Join in extending credits to those who would buy as for them to secure credits. FREEDOM OE EXCHANGE LACKING. Members of the Senate Finance Committee realize, as do Secretary of the Treasury Mellon and Comptroller Crisslngar, to what extent'the prosperity and the rehabilitation of the American people must depend upon the restoration of the world as a whole. “Frozen credits" and adverse foreign exchange rates are also important factors of the situation bound up with the Administration’s efforts toward refunding come part of the principal and interest of the $11,000,030,G00 due us from our foreign debtors. 'There is not that freedom of commercial interchange which in normal timas is the great equalizer and leveler.” Comptroller Crissinger eaid. 'The situation demands attention lest the gold standard be gravely impaired. After the Civil War our own currency was Impaired by reason of paper inflation. Other countries had drawn from us much of our gold and had thereby been able to establish the metal basis of th6ir own currencies more firmly, while our own had lost that foundation. “It was obviously sound policy for us then, to deflate, to lift our own to the level of other currencies. We did resume specie payments; we did it so soon after the Civil War, and despite the existence of so great a debt, that it constituted a striking demonstration of our economic capacity. SAGACITY OF

ALOOFNESS QUESTIONED. “But the situation is now reversed. Wo are not eny the great creditor Nation but wo have put the reverse on the ‘Crime of '7S' by making ourselves wellnigh the monopolists of the world's available gold. ‘The question Is, what can we do about It? This brings us back to considerations of money, of foreign exchange, of international trade relations. We need to increase our exports, but in our new quality as a great creditor Nation we find it more difficult than ever to export more than we import. The difficulty Is increased by the fact that our money is the beet in the world, the roost expensive. On a gold basis five Italian lira would buy a dollar's worth of goods from us. We thought we had witnessed the utmost misery possible in the refugee camps of Batoum and In the bread lines of Ttflls, both in the republic of Georgia. But the harrowing sights in these places were not to be .compared with what greeted us in Alexnndropol, and elsewhere in Armenia. “There was the dead body of a child on the station platform when our train drew up at the station. A little farther off we saw that of a woman. Both were victims of starvation. Other bodies wore lying about the streets as we passedthrough. People paid little attention to them. They were too busy trying to find roots of herbs, or blades of grass, or some other poor morsel to eat. Later a wagon made its daily rounds to pick up the corpses of the victims. "On everyslde we saw starvation. In Erivan, a city of the dead, it was even more awful than in Alexandropol. There seemed to be death in the air. Misery aad suffering, together with an expression of grim resignation to the inevitable, was stamped on the faces of the people. There were sights so ghastly that they are almost beyond description. hopelessly starved that their tiny bones stuck out through their skin, moaning for food. “But amid all this misery there was one refreshing sight It was that of the children who have been gathered into the various Near East Relief orphanages at Alexandropol, at Karakliss, at Erivan, and elsewhere. Though they are not receiving luxurious care, they are getting everything that is needed to keep them well and healthy. What a contrast they presented to the miserable little wretches outside the gates! There were thousands of them, eighteen thousand in Alexandropol alone, and vast numbers more in other centers, so many in fact that they have taxed the crphanage facilities to the utmost, two children being compelled to sleep in one bed. “More are being admitted, the directors told us, as additional room, equipment and food are obtained. It is chiefly a question of food, food, and more food, the ever pressing problems of making supplies stretch to the utmost. ‘The weather was warm when wo were in Armenia. But it has been getting colder during the few .voeks that have elapsed since we left. Winter is bitter In Transcaucasia and the imagination reooils at the picture of what conditions will be when the freezing, icy blasts begin to sweep over the Caucasus, “Once more the people in these regions are looking to America.
