RATE CUT FOR ROAD MATERIAL IS AGREED UPON Governor, Highway Commissioners and Rail Men in Conference. 18 PER CENT REDUCTION i Through the efforts of Governor Warren T. McCray and the State highway commission. freight rates on road building materials will bo substantially reduced in the near future. This deeislo. was reached at a conference of railroad men with the Governor and the highway commission. yesterday afternoon. On Aug. 25, 1920, the rates on road materials were increased 40 per cent. The new rates will 'be 115 per cent of the rates in effect before that date, or a 15 per cent increase on the old rates instead of a 40 per cent increase. This would be about an IS per cent reduction from present rates. APPROVAL 3TEEDF.D TO MAKB RATES EFFECTIVE. The date on which the new rates will be effective can not now be determined because they can not be put into effect without the approval of the Interstate Commerce Commission. Both the railroads and the State expect to ask the commission for permission to put the rates into effect. Little opposition to a rate reduction on the part of representatives of nearly every railroad in Indiana was met by the commission and the Governor. Governor McCray explained that the highway department has felt for some time that freight rates on road-building material were excessive and that the 40 per cent increase is considered as unfair. ETON'S AND CRAWFORD SPEAK. Lawrence Lyons, director of the commission, told the railroad men that the commission believed that it should make a dollar go as far as possible and that inasmuch as there had been a reduction In material rates he believed there also should be a reduction in freight rates He quoted figures to show that the rates in Indiana are higher than elsewhere. He said that unless some relief was forthcoming the road building and maintenance program must be cut materially. Earl Crawford, a member of the highway commission, declared that the freight rates are so high the railroads are losing a large amount of business. “We can't build roads with the freight rates two and a half times the cost of the material used,” he said. “We will

Mr. Crawford told the railroad representatives that the commission had needed 45,600 tons of material that it did not buy because of excessive freight rates and that orders for 53.000 tons in addition are being held up. He said he had asked county surveyors how much material they needed but refused !<> order because of high freight rates aud that the replies of twenty-one of these officials showed that 781,200 tons had been held up. H. R. Kurrie, president of the Monon railroad, objected that if one rate is changed others will be affected. William H. Hodgdon of Chicago, freight traffic manager of the Pennsylvania railroad, pointed out that similar arguments had been used in other States and that some reductions had been granted. He declared, however, that the railroads are not yet receiving sufficient earnings. Following Mr. Hodgdon’s statement, the railroad representatives went into executive sessDon and returned some time later with their proposal, which was accepted. Two Have Close Call When Boat Burns CHICAGO, Oct 7.—Two men narrowly escaped death here early today when a tug belonging to the Great Lakes Dredge and Dock Company burned and sank in the Calumet River. MARIAN M’ARDLE APPEALS TO JURY State Expects to Finish Case Today. CLEVELAND, Ohio, Oct. 7.—lndications today were that the State would complete its presentation of evidence against Miss Marian McArdle, charged with complicity in the murder of Daniel F. Kaber, wealthy publisher, during the day. The defense immediately will begin a fight to save the pretty former Smith College student from a prison term. Miss McArdle’B attorneys are expected to rely mainly upon an appeal to the jury. Evidence to be presented. It Is expected, will deal chiefly with palllatory circumstance, no effort being made to deny that Miss McArdle was privy to the crime for which her mother, Mrs. Eva Kaber, is now serving a prison sentence. The chief plea of the defense. It is thought, will be that aisss McArdle's action in concealing knowledge of her mother’s plans was an act of filial affection. CLOSE OF CONFERENCE. COLOSSAL SUM TO REIMBURSE FRENCH LOSSES Germany and France Agree on Amounts to Be Paid in 1926. BERLIN, Oct. T.—Germany i? pledged to deliver to France a maximum amount of seven billion gold marks' v orth of goods, cattle and raw materu.ls before May 1, 1926, under an agreement signed at Weisbaden by Walter Rathenau, minister of reconstruction in the Wlrth cabinet, and by Louis Loudheur, French minister for liberated regions, it was learned today. Herr Rathamu stipulated the conditions that the supplies only could bo turned over if Germanys’ producing fa duties and her social and economic affairs enabled her to make the vast payments required of her. The goods promised by Germany will apply on her indemnity. The agreement is known as the reconstruction contract and much of the German supplies will be used in rehabilitating those areas of France devastated during the war. Coal prices and the restitution of rolling stock were among the subjects discussed at Weisbaden. The total amount of goods delivered by Germany during'the life of the contract must not exceed 52 per cent of the annuities as issued France by the London indemnity agreement.

SOVIET LEADER SAYS AMERICA IS UNSELFISH MOSCOW, Via Berlin, Oct. 7.—High praise for the United States and the manner In which the Americans came to the rescue of starving Russia, was sounded here today by M. Kameneff of the Soviet. M. Kameneff’s remarks were made in a speech opening ,the convention of the allRuesian Centrnl Executive Committee. After charging various attempts had been made by sources hostile to the Soviet to take advantage of Rusia’s plight, M. Kameneff added; “The humanity and efficiency of America deserves tribute. Although America is farthest away from us, I believe she is nearest to Russia's heart in our hout of need. Without waiting for political discussions, America came to us with economic forces and immediately materialized plans for our assistance. Already 150,006 Russians are being fed and by December 1,000,000 will be gettnig food. America works with a will. Her system and her organization ara nothing short of amazing.” The American relief work in Russia is in charge of Col. Willaim N. Haskell of New York, who is now in Moscow. BOY MISSING SINCE MONDAY. Funeral services for Judge Pritchard, who was the father of Walter Pritchard, Judge of the city court, will be held from the home, 3123 Central avenue, tomorrow afternoon at 2 o’clock and burial will be in Crown Hill. FAYETTE COUNTY BIRTH PLACE. Judge Pritchard was born in Fairview, Fayette County, Ind., on Oct. 25, 1846, and was the son of the Rev. Henry R. and Emiline Birdscll Pritchard. His father was one of the pioneer ministers of the Christian Church In this State. At the age of 8, Judge Pritchard moved with his parents to Columbus, Ind. He received his early education there and later attended Miami University at Oxford, Ohio. In 1867, he began reading law. Three years later he gave up the study and practice of law and went to his father's farm in Daviess County

Where he remained for three years, then coming to Indianapolis. He was admitted to practice law In Marion County in 1873 and since that date had been active both on the bench and to the practice of his profession. On Jan. 1, 1007. he became Judge of the Marion County Criminal Court. After serving for four years on the bench he resumed the active practice of law. Judge Pritchard is survived by his widow, Mrs. Lillie O’Hair Pritchard, formerly of Laurel, Ind., whom he married in 1885; a son, Judge Walter Pritchard, and two daughters, Mrs. Marie Pritchard Mullane and Miss Irene Pritchard. He was interested in politics, and even in his advanced years always found tlm to discuss political situations with Lis friends.
