DEMOCRATS AND G. 0. P. UNITE TO SAVE FARM BLOC > Meeting Called Saturday Night to Fight Old Guard Republican Senators. HOLD BALANCE OF POWER WASHINGTON, Oct. 7.—A skillfully planned movement to break up the famous Senate agricultural ‘'bloc" has been started by Bepublican old guards, chieftains and prominent leaders of the “bloc” today charged. To fight this movement which already has gained some headway, a meeting of the Senators from the farming districts has been called for tomorrow night by Senator Kenyon, lowa, one of the leaders of the “bloc.” Efforts will be made to reunite the “bloc” which Is composed of both Republicans and Democrats, into a compact fighting organization to further the Interests of the farmer. Secretary of Agriculture Wallace Is expected to attend the meeting and urge the Republican Senators to stand by the “bloc.” Bernard M. Baruch may attend and make a similar appeal to DemocraticSenators. Tie "bloc,” which is composed of aboi t twe.ity-five Western Senators, has on several occasions during recent months exercised “a balance of power” In the Senate which completely disarranged the Administration’s program. According to leading agricultural Senators. efforts have been made to force situations which will cause irritation within the ranks of the farmers’ organization. Another plan has been to cause | a row between Republican and Democratic members of the "bloc.” Some members have been "persuaded” to desert by clever handling of patronage and other privileges, it Is said. Even wives of various Senators are being used in the battle, according to one "bloc” leader, who declined to give any details as to Lis Charge. "One much used method,” said a prominent Middle Western Senator, “is to call a meeting of certain Republican Senators, several of whom arfe from the West, to discuss the tax bill. The impression is given out that it is a meeting of the ‘bloc.’ Democrats and other members are not Invited and irritation results within the ranks of the ‘bloc.’ At •a* meeting tomorrow night we hope to unmask the whole move and reach a complete understanding.” Senator Kenyon, who has declined a Federal Judgeship in lowa, will take a prominent part in the fight to recement the “bloc." REPUBLICANS AGREE ON TAX BILL Special to Indiana Dally Times Snd Philadelphia Public Ledger. WASHINGTON, Oct '7.—Republicans of the Senate appeared to have reached a basis of revenue revision upon which consideration of the tax bill may be expedited without interference by members of the agrarian group. Out of the meeting at the home of Senator Capper of Kansas, came the solution of the taxation tangle. By agreeing to Increase the maximum surtax from 32 per cent to 50 per cent with a reduction of the lower brackets and Increasing the Inheritance tax, Republican leaders succeeded In placating kali except the more radical members of F the agrarian bloc. Senator Penrose Is 'understood to have assented to uie program. He was to call a meeting of the Finance Committee today, when it was expected the new program would be approved, and the changes in the present law pro- 1 posed would be embodied in committee amendments. The program reached appeared to disbar for once and for all the Smoot plan for a sales tar and the formation of i various coalitions whose prospect threatens seriously to hamper the plans for revenue revision. It presents some Important changes in the tax bill as it now stands for the Senate. REJECT REPEAL OF HIGHER SURTAXES. While repeal of the excess profits tax, effective Jan. 1 of next year was accepted, the repeal of the higher surtaxes on the lame date w<u> rejected. The maximum surtax was placed at 50 per cent instead Os 32 per cent, as provided in the bill at present, but the bracket; 0 n incomes from ?O,OfO to 330,000 were reduced an average of 1 per cent. The program reacherd farther contemplates : A graduated corporation tax imposing a tax of 10 per cent on incomes of? 50,000 or less and a tax of 15 per cent on incomes above that figure. Repeal of all transportation taxes as provided in the House bill. The ‘ Senate bill provides for retention of taxes on freight and passengers for another year. Increases In the inheritance tax making the maximum rate 40 per cent Instead of 23 per oent as at present on all over $100,000,000. The Federal Government, under this plan, will collect 40 per cent of the estate. Retention of the capital stock tax as provided In the House bill. Repeal of most of the nuisance taxes. A whisky tax of $4.40, Instead of $0.60 a gallon as provided In the Senate bill, LENROOT ATTACKS SMOOT’S FLAN. Senator Lenroot of Wisconsin attacked the sales tax plan advanced by Senator Smoot of Utah on the grounds it “utterly Ignores the rule that taxes shoull he paid acecordlng to ability to pay,” and would be extremely difficult to admtniKter. Anew plan for reaching money which has been placed in tax exempt, securities in order to escape the income taxes and more particularly the surtaxes, was embodied In amendments proposed by Senator Walsh of Massachusetts. His proposal is that tax exempt securities, when part of estates, shall be taxed 15 per cent in addition to the estate tax. In order to reach persons seeking to •void surtaxes by making gifts of their money, h proposed another amendment to tax gifts of amounts from $20,000 to $50,000 1 per cent and from $50,000 to $10,000,000 on a graduated scale up to 25 per cent—Copyright, 1921, by Public Ledger Company.
