HARDING PLANS MORE ECONOMY IN DEPARTMENTS New Divisions Will Be Created to Eliminate Old Ones. WASHINGTON, Sept. 23.—President Harding soon will take up personally tbd task of reorganizing Government departments. Framed to bring more economy anil efficiency, a complete plan Involving abolition of some Cabinet Jobs and creation of new ones will be pluoed In hi hands shortly by Waiter F. Brown, the President’s representative on the con J grevctional reorganization committee. After Harding goes over the plans with Rrowu, they will be laid before the Cabl-i n-t for discussion. After revision the plan will be sent lo Congress, where alterations of a more extensive nature ax anticipated. Major proposals of Brown are said to be: Creation of an executive secretary* who would be virtually an assistant to the President, relieving both the President and his secretary of routine work. Creation of a department of national de* sense to combine the Army and Navy. Transfer of the prohibition enforcement division from the treasury to the Department of Justice. Abolition of the Department of Labor and assimilation of most of its fcnctioa into a department of public welfare. *

The unemployment conference at Washington has made if impossible for Herbert Hoover to fulfill an engagement t<3 address the convention of the National Association of Purchasing Agents, according to a letter received today by A. E. Wilson, chairman of the convention! committee of the Purchasing Agxtnts Assjoiation of Indiana. Mr. Hoover lias been scheduled for two months to discuss world business conditions as they relate to the purchase of material before the convention.
