JUNK DEALERS HAD 177 QUARTS Camouflage Suspected by Court. At a hearing In city court yesterday, the cases of Nate Goldman, 8251 Ruckle street, and Ralph Collier, 1701 English avenue, accused of operating a blind tiger, were taken under advisement by Special Judge John E. Engleke in order that some statements of Goldman could be verified. Judge Engleke saW there was no doubt as to the guilt of the men, but he wished to Investigate certain conditions which Goldman's attorney alleges existed. The two men were caught on the Brookville road about six miles east of the city on Sept, 1. At the time of their arrest by Patrolman Haciago, Sheriff Snider, Deputy Sheriff Simmon, and Federal Officer Brennan, the men were In an automobile, said to be owned by Mrs. Goldman, and had Jn the back seat 177 quarts of bonded The Goverhment confiscated the car. Both of these men were convicted in November, 1918, for transporting liquor, Goldman was also convicted on a similar charge in Ohio. The prosecutor maintains that Goldman's business as Junk dealer is merely a blind for illicit traffic In liquor. Asks Test of Aliens Before They Set Sail Legislation should be enacted to compel the examination of immigrants to determine whether Ihey are fit to become American citizens before they leave their home countries, George M. Barnard, a member of the public service commission, declared In a speech last night before the Traffic Club. Mr. Barnard also urged that all citizens take a part in tho affairs of their country. He pointed to the fact that only a very small percentage of the voters cast their ballots in the special constitutional amendment election. He pointed out that It is not the result of the election so much as the lack of Interest displayed that Is to be deplored.

INDIANA DAILY TIMES, FRIDAY, SEPTEMBER 16,19Z1.

Torpedo Boat Employes Ask to Build More Submarines Request Disarmament Question Handled to American Interests.

Special to Indiana Daily Times and Philadelphia Public Ledger. By FREDERIC WILLIAM WILE. WASHINGTON, Sept. 18 Another form of “poison gas,” openly and avowedly designed to defeat the purpose of the armaments conference, has Just manifested Itself in Washington, it takes the shape of an open petition to the President “to proceed at once with the construction of the six fleet submarines authorized in the naval program of 1910.” The “disinterested” character of the petition may be Judged by the fact that it emanates from "the employes” of a well-known torpedo boat building company in Connecticut. The petition, after reciting the United States’ urgent need of twenty-four-knot submarines, consists of a barrage of nonsense about an alleged British conspiracy to force reduction of naval armaments upon America. A sample of the "argument” vrhidh the Bridgeport "employes committee” Is disseminating among members of Congress, Government officials and Washington writers I, tho following extract from tho petition. “The United States is building many battleships and battle cruisers with six-teen-inch guns and any British ministry t\ remain in power must get rid of theise sixteen-inch guns by diplomacy or match them with sixteen-inch or larger guns. Apparently the matching process has started with eighteen-Inch or twenty-inch guns aud twenty-four-knot submarine*,: however, tho Harding Administration is surrounded -with all sorts of press comment to the effect that British will welcome a disarmament conference now. Os course, England is willing to have a naval holiitey now when we have fourteen-inch gun fleets and she has fifteen-inch fleets. It Is Intimated that the British will welcome disarmament upon a financial basis. Pounds and dollars shoot not, tho shooting la dons by fourteen*-Inch,

fifteen-inch or sixteen-inch guns, however. What publicity.Jian been given to this feature of the limitation of armaments ? “About everything one reads in the press fits the British physical need; but little, If anything, is printed about the American standard of living and political Ideals which we must maintain at all costs. “If the Harding Administration really wants to bring peace and plenty to all our people, and we believe it does, the shortest road is to announce that we have charity for all, malice towards none; that we are going to run our affairs strictly from the American standpoint and let others do whatever tney please in their own land: that we will provide such a Navy as wo deem adequate for our own needs, and will not criticize others who do lrkewise; that we will not enter Into any alliance or agreements other than the customary treaties of commerce, etc.; and that we will be happy If foreign governments will withdraw ail propangandists who think they can alter the determination of the Harding Administration to carry out the principles pledges tho people before election. With foreign Influence eliminated or minimized, wo can put our own house in order industrially and If noreary live largely within and upon our own resources. “We, therefore, petition you to cause

disarmament to t> treated solely from an American standpoint.” Men and women in America who want and expect the armaments conference to achieve results will need to bestir themselves betimes to combat hostility, Intrigue and machinations ln many forms. The stupid and transparent scheme herein reported, will get Its promoters nowhere, of coarse. Interests opposed to limitation of armaments do not work with such crude tools. Their agents, apparently already are taking the field. There has Just come to the writer's knowledge the case of a man who, applying for apartments In a well known avowed he had come to spentf the next six months ln Washington “fighting disarmament.” His case Is being looked Into and there may be Interesting developments. Happily, there seems little ground to suspect that America’s professional military and naval men are planning to throw any monkey wrenches Into the conference machine. For obvious reasons they are not, as a class, disarmament zealots. But the brainy one* among them, the thinkers and the leaders, are conscious that the movement for lifting what Secretary Hughes termed “tho staggering burden” of taxation from the world's bended shoulders Is on the march and that It cannot be permanently resisted. —Copyright, 1921, by Public Ledger Company.
