PUBLIC INTEREST AT ZERO POINT ON BUDGET HEARING Meeting Is Tonight at City Hall , but It Promises to Be Tame. From all Indications public lntereat In the city budget and annual appropriation and tax levy ordinances, upon -which a public hearing: prescribed by law Is to be held by the city council at the city ball tonight, is at the cero point. For two weeks City Controller Robert H. Bryson has had copies of the budget on file at the Chamber of Commerce, the business branch of the public library and in his own office In order that any citisen might view them, but it has been learned that not a single person has taken advantage of the opportunity. From this it is concluded that unless members of the council ask the controller and other department heads who may be present some questions about the estimated expenditures for 1922, the public hearing will be a very perfunctory session. No civic or business organization has indicated that it intends to be represented. The budget hearing in 1920 wns an interesting session, chiefly because Robert E. Tracy, head of the bureau of municipal research of the Chamber of Commerce, had studied the estimates and had a number of questions to ask. Two

Although the State tax law provides that the budget shall be published ten days In advance of the public hearing, .the present Administration publishes the annual appropriation ordinance, a very condensed summary of the real budget. No citizen would be able to get detailed Information from the general Items In the appropriation ordinance. Mr-Bryson s&ld he belleves .no one has asked to see the budgets open, to public inspection for the reason that most people ere busy trying to figure out bow to make their own budgets Ot their incomes. ‘Star Shells’ May Oust Searchlight WASHINGTON, Sept. 2.—Extensive experiment* to develop the use of “star shells" as a substitute for searchlights in searching out enemy craft are- being conducted by the Navy department with what home officers describe as considerable success. It is said that experiments have now reached the point where "star shells" that will illuminate for several minutes a great area of the sea far distant from the firing ship have been perfected and firing them with a powder that shows no fiame or flash when the star shells are projected from the ship.
