Mr. Ralston said he promised, if elected, to “see to it that the -stink' would be taken out of West Indianapolis,” in a speech at River avenue and Morris street, on th/ Sight of April 20, and that he has had Bo reason to change his mind. Samuel Lewis Shank, Mr. Ralston’s Republican opponent, made a similar promise to the west siders a few days ago. '‘l emphasize my Intentions in your behalf at this time because your conditions are of the most unpleasant kind and your need of quick relief is of the most pressing nature.” said Mr. Ralston. YFOTTLD CARRY CITY GOVERNSIKNT TO PEOPLE. A plan of carrying the government to the people instead of compelling the people to do the coming was proposed by Mr. Ralston. He said that when be Is mayor he intends to take his board of public works and a stenographer into public meetings in the different wards. At these gatherings he will give the citizens of the neighborhoods opportunity to tell what public improvements they need. “I shall be your public servant and so shall be all the boards and employes appointed by me.” he said. “Indianapolis shall have an administration that will look alter the city's affairs, not from a political standpoint, but from a business standpoint, for I am firmly convinced that ‘he who serves the people best serves his party best.’" Revealing that word has come to him that his political enemies have started spreading false reports about him this early In the campaign, Mr. Ralston decried what he said were conflicting reports concerning his religious belief. Appointment of Mrs. John Trench as assistant director and Miss Josephine Reardon as director of organization of women's first voters’ clubs, was announced by Mrs. Grace Jackson Bodenrniiler. Both are to start devoting their full time to the positions at city headquarters at once. Stories which persons unfavorable to the body have circulated were stibled last .evening by the South Side Republican Club when it unanimously adopted a resolution including an unrestricted promise to support Samuel Lewis Shank, Republican nominee for mayor. The club wns formed fbr the purpose of obtaining recognition for the south aide. Soms parties have been attempting to make it appear that It was born to prevent the election of the Republican nominee, basing their stattAnents on the fact that the club a week ago refused to put In the constitution and by-laws a declaration favoring the present Republican city ticket. One woman and three men were heavily fined In city court yesterday afternoon by Remster Bingham, Judge pro tern., and Special Judge Henry Abrams on charges of operating a blind tiger. Nick Christena, 1007 West Peari street, and Peter Lewis, 554 Vest Pearl Sire- t, arrested by Lieutenant Houston after a mile chase in an automobile, were each fined $250 and costs and sentenced to thirty days on the Indiana State Farm by Judge Bingham. Lieutenant Houston said he saw the two men in an automobile near the plant of Kingan & Cos., and ordered the driver, Christena, to stop. Christena disobeyed the officer, but was caught after a chase which ended at West and Pearl streets. Fifteen gallons of high voltage “white mule” whisky was; found in the machine. The car was confiscated. Mrs. Lena Brooks, 1328 North Illinois street, was fined SIOO and costs and George Devan, living at the same address, was fined SSO and costa on blind tiger charges. A blind tiger charge against Ellis Presneil, 3UI East Tenth street, was dismissed. Lieutenants Houston and Cox and squad, who arrested the trio on July 10, in Mrs. Brooks’ home, testified they found one quart of “white mule” whisky, thirty six quarts of home-made beer and a .quantity of beer in process of brewing. The officers said they found a half pint of "white mule” whisky on Presneil when he left the house. Presneil testified he benight the liquor from Devan. PHYSICIAN, ILL; TAKES POISON Dr. W. E. Downie, 37, Ends Life in Garage. Illness is given as the reason for the suicide of Dr. William E. Downie, 37, whose body was found in a garage In the rear of the homo of his brother-in-law, Lloyd C. Browne, 2943 Broadway, late yesterday afternoon. Goldburn Arbuckle, a carpenter of Anderson, who was working at anew residence in the neighborhood, had borrowed a hose and when he returned it to Browne's garage he found Dr. Downie's body on the floor of the garage. Dr. Downie had ended his life by drinking poison. Three bottles were found near the body. Dn Downie suffered a nervous breakdown a year ago while In Thermopolis. Wyd. He came to Indianapolis with his wife and son, Erick Downie, last De cember. Since that time he had lived at the home of his brother-in-law at the Broadway address. He left the house at 10 yesterday morning to take his usual morning walk. That was the last seen of the physician until the body was found.

PORTSMOUTH, N\ E., July 22.—Emeriea Squacia, a farmer of Portsmouth, was fined S2O for stealing his own crw. The cow had wandered into the garden of Mrs. Lena Everton, a neighbor, and eaten sls worth of vegetables. When Squacia refused to settle Mrs. Everton seized the cow. Squacia is alleged to have broken Into the barn and stolen it.
