SCHOOL RELIEF PLANNED AFTER AN INSPECTION State Tax Board Visits Build* ings, Calls Conference for Tomorrow. A conference of the State board of tax commissioners and the board of school commissioners will be held Friday afternoon at 4 o'clock when an attempt will be made to pet together on the proposed bond Usne for the construction of additions and the remodelling of old buildings at schools Nos. 16, 36, 3S, and 6ii. The conference -was arranged yesterday after the tax board had spent two hours inspecting buildings now under construction at School NTo. 26, Colombia avenui and Sixteenth street; Arsenal Technic** High School and Emerich Manual Train Ing High School. * At the close of the trip lt seemed cer tain that the members of the tax boar* Jiad made up their minds on sever* loints: 1. That there is a great need for school buildings in Indianapolis to relieve the present congested conditions of the public schools. 2. That perms-'ent quarters should be afforded all grade school pupil* at the very earliest possible moment. .3 That there has been unwise and extravagant expenditure of money on the part of the school board and that its buildings are too elaborate and too costly. 4. That some sort of a bond Issne for schools Nos. 16. 36 38 and 62 will be authorized, but not to the amount of the $847,000 asked by the board of schcol commissioners, and then only after the tax board is satisfied that the money will be spent economically and wisely. TAX BOARD MEMBERS WISHED TO SEE BIIEDXN’GS. The trip yesterday was taken at tlr suggestion of the tax board, whose members apparently wished to see for themselves the buildings which were so frequently mentioned ss ex. "Dies of extravagance on the part oi the school board during the bearings * ?o weeks ag< on the remonstrance of ten members oi the Taxpayers' League of Indiana against the proposed bond Issue of 3847,000. The trip was made by John J. Browa Philip Zoercher and William Hough o< the board of tax commissioners; Harry V. Wenger, engineer for the board; Bert S. Gadd nnd Charles L. Barry of the board of school commissioners; Ralph W. Douglass, business director, and John M. Rotz of the firm of Suid°r A Rotz, engineers for the board. It is considered very probable that a solution of the problem will be reached by an arangement whereby the school board will advertise for bids on the buildings, submit these bids to the t*x board and the latter body will then approve a bond Issue if it is satisfied the school city is getting its money’s worth In the bids submitted. Th's Is substantially the settlement proposed by Frederick E. Matson, attorney for the school board, during the hearings two weeks ago. Os the three buildings visited yesterday the first unit of Arsenal Technical High School more nearly seemed to meet with the approval of the tax board than either No. 26 or the gymnasium, auditorium and lunchroom at Emmerich Manual Training High School. NOTE EXTRAVAGANCE IS MARBLE SILLS. At No. 26, which Is a twenty-four classroom uegro school, and is being built at a coat of $585,000, the use of the very highest grade of maple flooring and marble window sills seemed to strike members of the tax board as particularly useless and extravagant. When they visited the new building at Technical li!gh School a few minntes later. Mr. Zoercher was quick to speak of the fact that here there were no marble window sills and the maple flooring was not of the same high quality used at No. 26, the negro school. •’Where is the swimming pool?” asked Commissioner H- ugh at No. 26 and he almost seemed surprised when told there was none here. But the createst disapproval was more or'less openly expressed at Manual Training High School. The expenditure of about $528,000 for an auditorium, gymnasium anti lunch rooms when 4,500 grade school pupils are attending half day sessions and hundreds upon hundreds are crowded into temporary buildings, met with only partly concealed hostility on the part of the tax commissioners. One of them said; “Just think of spending all this money here in a way thnt will not house a single additional pupil, w hen school childrer are attending school iu "Id residences and temporary makeshifts such as we saw at No. 16.’’ It ts believed that some definite arrangement will he reached at the meeting Friday afternoon by which the work of remedying conditions at Schools Nos. 16, 36, 3S ami 02 can be started at a comparatively early date.
