TOTAL OF 299 NEW LAWS ARE PUT IN EFFECT Governor Today Proclaims Laws Enacted by 1921 Legislature. EXPECT APPOINTMENTS Tha laws enacted by the 1921 legislature became effective today under a proclamation By Governor Warren, T. McCray. They are 299 in number. The proclamation was issued Immediately after the arrival of a receipt from the clerk of Wells County showing he had reeelvea copies of the acts. All other county clerks had turned in such receipts. The laws will be effective as of May 31 at 8 p. m. The promulgation of the acts Is expected to be followed by a number of appointments, both by the State and by the county and by a number of other Changes. Utilities are now authorized to surrender their lranchises with municipal corporations and operate under indeterminate permits from the public service commission. The commission was expected to be flooded with requests for such permits. This feature of the law is expected to have a special bearing on Marlon County where the Indianapolis Street Railway Company and the Citizens Gas Company are said to be intending to avail themselves of the new grant. VARIOUS NEW AUTOMOBILE LAWS. Various new trafflc laws and other laws governing automobiles will Immediately be put Into effect. One of these Is the law which requires automobile owners to have certificates of title for their cars. Application for these certificates must be filed with the Secretary of State within ninety days. Indianapolis automobile owners need bave no more fear of constables and Justices of the peace. The new laws provide that the city court shall have exclusive original Jurisdiction over all traffic laws and ordinances. The appointment of a State attendance officer Is expected to be made Immediately at the office of the State department of public Instruction. The appointment of such a State officer is authorized under the new laws, as is the. appointment of an attendance officer in every city and county to work under the direction of the State officer. INDIANA TO INSTALL A BUDGET SYSTEM. Indiana will install a budget system under the new laws. This system will be under the direction of the State board of accounts and will require the appointment of a budget clerk and possibly other employes. The department of education Is authorized within thirty days to appoint a high and elementary school inspector and an assistant lnapector. With the promulgation of the acts the construction of the James Whitcomb Riley Hospital for children In Indianapolis Is authorized. Work has already been done toward raising additional funds and planning the construction. TIGHTENS UP 1 HE “DRY” LAWS. Dealers in Illicit boose will have a still harder time under the new laws. The Dunn amendment to the prohibition law which has now become effective provides that vehicles used for the transportation of liquor may be confiscated by local authorities and makes the possession of a still for the manufacture of liquor unlawful. This law is expected to place in the hands of snch authorities in Indiana many of the duties formerly expected to be performed by Federal enforcement system. Another Job created by the new laws la that of State Juvenile probation officer, with a salary of *3.000. A Juvenile commission Is expected to be appointed within thirty days by the Governor and the commission will appoint the officer., A reorganization of the live stock sanitary board under the law laws is expected to be effected early next month. Many of the more important acts already are In effect under emergency clauses. Asks SIO,OOO Damages for Husband’s Death Damages of SIO,OOO were asked by C. Annie Hobbs, widow of Robert Floyd Hobbs, in a suit filed today in Circuit Court against the C., C.. C. & St. L. Railroad Cos. The suit states Mr. Hobbs was killed March 29 last, when an engine struck a farm wagon in which he was riding on Speedway avenue. Mrs. Eva L. Stewart, the mother of Donald J. Stewart, who was killed 'Jet. 20, 1920, has filed a suit in the Circuit Court against the Indianapolis Street Railway Company a"(l the Central Public Warehouse Company. She claims her son was killed when a street car In which he was riding was struck by a truck owned by the warehouse company. ACQUITS n BLACK AND TANS. DUBLIN, June 3.—Twelve black and tan policemen on trial before a British court-martial on charges of looting during the police reprisals at Trim, were acquitted today.

Grain Traders Battling for Life of Chicago ‘Pit’
CHICAGO, June 3.—"Flghtlng Joe" Griffin led grain traders in battle today to sgve the “pit,” the world's greatest grain market. The 4, p1t,” famed in fiction and fact the world over and known otherwise as the Chicago Board of Trade, faces extermination by legislation. A death blow is dealt “pit operations’’ In bills pending In Washington and In the State Legislature at Springfield. Many embattled farmers, speaking through their representatives, demand that speculation in grains cease and many other activities of the “pit’’ be curtailed. PRESIDENT GRIFFIN RALLIES HIS FORCES. Traders say this would mean death to the exchange. Leaders of the opposition farmers view the “pit” as a gambling den where fortunes are made and lost at the expense of the farmer who produces the_graln. Griffin, president of the Board of Trade, has organized his forces to fight for the exchange to exist. Griffin holds that some speculation in grains is essential to grain marketing and that farmers do not suffei', but are helped by “pit” operations. Some farmers have rallied to Griffin's cause. Farmers stormed the legislative halls at Springfield demanding that the exchange bill be killed.
VETOES BILL THAT WOULD STOP ‘JITS’ Wisconsin Executive Returns Two Measures. MADISON, Wis.. June 3.—Two vetoes were submitted to the Legislature by Governor Blaine today. Declaring the Perry bill placing Tins lines that run in competition to street railways under the railroad commission was not in accord with public policy, he vetoed the bill. The Perry measure was aimed to place 'bus lines competing with street railways in such a position as to virtually cause their abandonment. The Governor said close to *42,000.000 had been spent on the highways during the past ten years and now the people of the State were entitled to what return could be had on this Investment. He said ’bus lines, unlike street railways, were not monopolies and should not be subjected to the Jurisdiction of the railroad commission. The second veto was on a bill that nermlt town bonrds to name one ot their own members as highway superintendents. The Governor said such a law would lead to Inefficiency and to embarrassments that could be easily foreseen.

The "pit” Is one of the show places of America. Usually a visitor would no more think of leaving Chicago without seeing the frantic brokers buying and se’ling thousands of bushels of grain with the twist of a thumb, than they would leave Egypt without gazing on the pyramids. • Way back in 1838 a farmer jogged Into the little prairie town of Chicago with seventy-eight bushels of wheat in his rickety cart. He sold It at a high price and he went home and told his neighbors. Neighbors’ rickety carts followed and Chicago was established as the grain center of the world. SPECULATION STARTED DURING CIVIL WAR. Carts were replaced in 1848 when the first grain reached Chicago by ralL That year eighty-two merchants and tradors established the “pit" with a membership fee of $5. It now costs *25,000 to Join the Board of Trade and seats are sold as high as *B,OOO. Grain speculation, now the target of many, started during the Civil War. At that time there developed a large volume of trading In grain “to arrive” because it became necessary to let large contracts for grain for future delivery tor armies in the field.

NEW YORK, June B.— The steamers Italia and Guglleimo, which had been speeding across the Atlantic In an attempt to reach New York before the new drastic immigration law went Into effect today, lost their race. The San Georgia of the Italian American line arrived in port Just before midnight, escaping the new restriction. The three had been rushing to port under full steam for the last three days. Immigrants aboard the successful San Georgia will not be classed under the new law, which provides that only 3 per cent of the population of the various nationalities in the United States will be allowed to enter. POLES KILL 13 AND TAKE TOWN Insurgents in Upper Silesia Destroy Much Property. LONDON. June 8. —Polish lngurgents in Upper Silesia have caused great property losses at Mapalane, according to dispatches hers today. A large force surrounded a detachment of Germans there, killing thirteen and gaining entrance to the town. Six large factories were burned and fifty civilians who attempted to aid the Germans were taken prisoner. The civilians are being held as hostages 'for the safety of the Invaders. The invading force was Joined by stragglers. All of them are living on what they can commandeer from residences. The Poles also took the offense at Pleas. The lnurgents were not opposed in entering the city and the few German policemen on guard at the principal buildings were powerless. Sixty of them were taken prisoners when the Poles made a rush for the castle of the Prince of Pless which was wrecked and looted. WELL. YOU MAY BELIEVBIT. GREENBBURG. Ind., June B.— A turtle of unusual size has been seen in Fall Creek near Burney, and up to the present time has eluded all efforts at capture. It was explained that under the administration of Gilbert H. Hendren as chief examiner of the board auditors were permitted to accept pay for this work. When Jesse E. CHURCH JANITOR KILLS 1; WOUNDS 1 Says Housekeeper and Man Threatened His Life. PEORIA, 111., June 3.—George Hath, a 73-year-old church janitor, today shot and killed his housekeper, Eleanor Laut, 34 and seriously wounded William Hudson, 38. The aged n.an confessed the murder, declaring he was sorry he had not killed Hudson. He told the police his housekeeper had been trying to fleece him out cf hls property and that, aided by Hudson, she had threatened his life. The aged man recently made out a will favoring Miss Laut, he told police, but she bad demanded he deed over his property at once. Hath said he then had made anew will benefltting a daughter.
