Whiter of Philadelphia, chairman of the conference committee of railway managers, told the Senate Interstate Commerce Committee at today's session of the transportation inquiry. The railroads were required under the agreements placed in effect during Government control. Whiter explained, to allow employes one extra hour pay each week for time consumed In recording the fact that they were on the job.
