Richmond Undaunted by Marion Election
Special to The Times. RICHMOND, Ind.. June 2.—Leader* of the campaign to adopt the city manager form of government in Richmond place little significance in the fact that the voters of Marion rejected the proposed plan. Opponents state that it is indicative of the trend of feeling throughout the State. Those favoring the move say that no great effort was made in Marion to present the matter to the voters in an intelligent manner. They declare that conditions In Richmond are greatly different from those in Marlon. In a statement issued yesterday they declared that Richmond “would take the lead In adopting the city manager form and would be reaping the benefits before many reactionary cities of the State got on the same wagon.” Gath Freeman, chairman of the opponents of the proposed plan, stated that the special election here June 14 would bear out the same sentiments as in Marion and that the vote there was indicative as to what would happen in Richmond.

GERMAN PRESS RAPSPROGRAM OF CHANCELLOR Economic Measures Proposed Called Wirth’s ‘Air Castles.’ HUN NEEDS SUMMED UP
BERLIN, June 2—Chancellor Wirth’s new economic program for Germany was bitterly attacked today by the reactionary section of the German press. The Deutsche Zeitung referred to it as a “program of phrases,” and characterized tbq chancellor as a "dreamer and an optimist.” The Taegllsche Rundschau spoke of "Chancellor Wlrth's air castles," while the Kreux Zeitung accused the chancellor of conducting a nauseating courtship with the allies.” ONE NEWSPAPER PRAISES PROGRAM. On the other hand the Democratic Morgenpost and the Tageblatt praised the program as constructive. Vorwnerts, the socialist organ, and Frelheit, the communist organ, “regretted that the chancellor’s message to the people was neither clear nor specific.” Chancellor Wlrth, who addressed the Reichstag on the subject Wednesday, announcing the new financial policy, summed up Germany’s needs in the following four phraaes: Intensive industry. Intensive agriculture. Maximum efficiency. Unprecedented economy. Germany will not attempt to float any loans but will pay as she goes. DISCUSSES TAX PLAN'S “We propose to tax stock speculation and to carry ont in full the present tax laws,” said the chancellor. "The indirect taxes on luxuries are to be increased and the printing of more paper marks in great amounts will be prevented. There must be greater production and thrift must be encouraged. There must be more efficiency in agriculture. We must tax coal and domestic sales. It is impossible to make new loans so we must meet the yearly budget by paying as we go.” It is impossible to reimburse German exporters for the whole tax of 26 per cent levied by the allied Indemnity ultimatum, so the Germans must take advantage of the mark value in exchanges, the chancellor pointed out. Chancellor Wirth sal dthat Germany is at present carrying out the disarmament demands of the allies "to the letter.”

returned its verdict. Judge Geiger heard arguments on the motion this morning. With the conviction of Kelley, Creed end Wright Federal authorities believe they have broken up one of the worst gangs of automobile thieves that has been operating in this part of the country. Kelley, who did not take the witness stand in his own behalf, is said to have been the head of the organisation which stole more than 100 cars in Ohio and Indiana during the past year. These cars, Federal officials say, would be driven to Sunman, Ind., where their motor numbers would be changed and then they would be turned over to Kelley and Creed at Cincinnati for sale.
